Alternatives and Recommendations fo r a City of Roseville Rental <br />Licensing Ordinance (HF0036) <br /> <br />Executive Director Bennett provided a summar y regarding the public hearing held by the <br />HRA at the January 17, 2006 meeting. In a ddition, Ms. Bennett provi ded a review of <br />alternatives for the HRA consideration including: <br /> <br />A. Delay Action & Reevaluate in One Year <br />B. Establish a Citizen Advisory Group on Rental Housing . <br />C. Establish a Citizen-Lead Housing Visioning Process. <br />D. Do Nothing but Increase Education & Communication <br />E. Adopt the Rental Ordinance with the following modifications . No annual <br />inspection required, Small licen sing fee - $25 with a $5 renewal fee if no tenant or <br />ownership changes, o nly have the authority to inspect if there is a complaint or <br />violation observed, and re move utility bill language. <br />F. Adopt as proposed with no modifications . <br />G. Consider adopting a rental unit licensing program for all units (large and <br />small), effective in 2007 . <br />H. Request Planning Commission to review a minimum/maximum parking within the <br />zoning code. <br /> <br />Member Scheunemann explained that such an or dinance attempts to deal with the few non- <br />compliance properties in the City. <br /> <br />Member Kelsey explained that any of these alternatives have financial implications. <br /> <br />Member Millasovich suggested that the HRA and City Council should delay action on an <br />ordinance but provide education a nd communication with an ombudsman. <br /> <br />Member Bean explained that doing nothing is a concern because of the growing number of rental <br />properties in the City affecting neighborhoods. The HRA should do something to start the <br />process; the City should not be the only commun ity without an ordinance to address these issues. <br />
