Chair Majerus likes a combination of the alterna tives such as B., C. and H. and that the HRA <br />should ask the Council to direct the HRA to establish a Citizen Advisory Group. <br /> <br />Member Kelsey noted that Alternative A. s hould be included so that the HRA can provide <br />funding for additional support to implement th e maintenance code if needed for it to be <br />successful. <br /> <br />Member Bean said the HRA should focus on A lternative B. and make a recommendation from <br />that to the City Council as soon as possible. <br /> <br />Motion: Chair Majerus moved, seconded by Member Bean, to recommend the following to the <br />City Council and discuss the recommendations with the City Council on March 20, 2006. <br /> <br />• Delay in action on the establishment of a rental licensing program to more fully <br />evaluate the affects of th e Council adopted Roseville H ousing Maintenance Code. <br /> <br />• Reallocate the HRA budget for rental licensing to fund necessary contracted <br />inspection staff to successfully help address the increase in code compliance <br />generated by the Housing Maintenance Code. <br /> <br />• Establish a Citizen Advisory Group to mo re fully review and study the issues <br />associated with rental properties incl uding the review of Roseville’s draft <br />ordinance, evaluation of data and compla ints, and seek additional public comment <br />from neighbors living next to rental hous ing, people living in rental housing and <br />landlords. <br /> <br />• Participate in the Council visioning proce ss regarding housing issues in Roseville. <br />The housing component of the visioning process would address affordability, <br />neighborhood balance, life cycle housing, and diversity. Subjects to study and <br />address could include neighborhood changes, lot size standard s, redevelopment <br />standards, infill development, design standards, open space, etc. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />c. Adoption of 2006 Work Plan and Priority Action Steps (HF0041) <br /> <br />Executive Director Bennett noted that the HRA Fina nce Subcommittee met to review the priority <br />action steps against budget resources and a modified 2006 priority action steps has been prepared <br />for HRA review and discussion. <br /> <br />Member Kelsey noted that the finance subcomm ittee had a discussion regarding the use of levy <br />funds allocated to the rental housing if th e program was not implemented and is seeking <br />Council’s support to use the funding for suppor t of the housing maintenance code and help <br />supplement a Citizen Advisory Group as well as a broader housing visioning process and that this <br />allocation of priorities reflect that change. <br /> <br />
