7. Public Hearing <br /> <br />None <br /> <br />8. Action Items: <br /> <br />a. Consider Modifications to Housin g Redesign Program 2006 (HF0006) <br /> <br />Executive Director Bennett provided a histor y regarding the program, a review of the <br />assessment information and provided possible modifications and/or exceptions dealing <br />with the maximum valuation requirement. <br /> <br />Based upon the review of existing value numbe rs and the relationship between low value <br />homes to total value, staff suggested that the HRA consider the following exception to <br />the minimum valuation criteria to enable re sidents who meet and ex ceed the goals of the <br />program to be considered fo r the design grant program. All of the following must be <br />met. <br /> <br />a. The % of building to total valu e must be under the average of 17%. These <br />are the homes that are in the greatest need of renovation. <br />b. The property size must be below 1 acre in size and is not able to be <br />subdivided. <br />c. The total assessed valuation must no t exceed the mini mum valuation by <br />over 25%. Currently that amount would be $291,600 and is still a <br />relatively affordable property for a middle income family but the HRA is <br />not funding properties with a really high value. <br />d. The property must be owned by a family of two or more with one person <br />under the age of 16. This is one of the most important goals the HRA has <br />set to attract and retain families. <br /> <br />Chair Majerus noted that the intent of the program should always be focused on <br />improvement of the house and is happy with th e criteria as a way to address low value <br />homes. <br /> <br />Member Kelsey wanted HRA member co mment regarding moving the family size <br />criteria as a required element sin ce this is a key goal of the HRA. <br /> <br />Member Maschka preferred to not make that a requirement for the general review of the <br />applications to allow the HRA to consider non-family specific hous ing where there is a <br />need to use the program. <br /> <br />Member Bean also liked the cr iteria as it is currently outlined and did not want to make <br />family size required for general appli cations but felt good about making that a <br />requirement when the HRA is consider ing an exception re garding valuation. <br />
