Member Kelsey noted that it is important to make sure that the program is serving <br />neighborhoods where there is overall lower va lue and would like to see the program <br />target these areas. <br /> <br />Chair Majerus agreed that the program s hould focus on particular neighborhood and the <br />HRA should look at that when th ey are reviewing applications. <br /> <br />Member Bean asked if the funds set aside e ach year are ever all used. (No). Member <br />Bean did not think that additional restrictions should be put on the program since they are <br />not being overused anyway. <br /> <br />Motion: Member Kelsey moved, seconded by Member Bean, to adopt exception criteria, <br />outlined in section 3.7 of the staff report da ted March 21, 2006, to the Roseville Redesign <br />Program regarding the relationship between lo w building value and total value where the <br />total value exceeds the maxi mum valuation criteria. <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br /> <br />b. Consider Housing Redesign Applicat ion – 3103 Asbury Street. (HF0042) <br /> <br />Executive Director Bennett noted that the application was tabled at the February meeting <br />to more fully review the low home valu e (45,700) and high land value ($244,400) which <br />brought the total assessed value to $290,100. The minimum eligibil ity criteria requires <br />that the assessed value be at or belo w $233,200 for 2006 (includes 8% inflation amount <br />over 2005). <br /> <br />Bennett reviewed the new crite ria approved by the HRA with the application information <br />and noted that the applicant met the exception criteria. <br /> <br />Motion: Member Millasovich moved, seconded by Member Scheunemann, to approve the <br />Lindgren application by meeting the approved excep tion criteria for valuation . <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br /> <br />c. Support for Ramsey County CDBG Application – CCHT – HarMar <br />Apartments (HF0039) <br /> <br />Executive Director Bennett noted that Cent ral Community Housing Trust (CCHT) is <br />requesting the Roseville HRA’s resolution of support for its app lication to Ramsey <br />County for $800,000 in acquisition funds associat ed with their purchase of the Har Mar <br />Apartments in Roseville. <br /> <br />Member Kelsey declared that she has a conflict of interest with this item and that she will be <br />abstaining from voting on the resolution.
