Motion: Member Maschka moved, seconded by Member Elkins, to approve a resolution in <br />support the Central Community Housing Tr ust application to Ramsey County for <br />acquisition funding for Har Mar Apartments . <br /> <br />Ayes: 6 <br />Nays: 0 <br />Abstain: 1 <br />Motion carried. <br /> <br />d. Process for Review of Roseville Re ntal Housing - Citizen Task Force <br />(HF0036) <br /> <br /> <br />Executive Director Bennett provided a summary of the suggested process for establishing a <br />Citizen Advisory Group to more fully study the rental housing issues in the City. Chair Majerus <br />noted that the recommendations were well receive d by the City Council. In addition, Chair <br />Majerus passed out a memo from the City Council regarding their visioning process asked for the <br />HRA’s feedback and support in their efforts. <br /> <br />Member Maschka noted that the timing for this e ffort could not be better and agreed that there <br />was support from the Council. <br /> <br />Member Bean was also pleased with the Counc il response and that the process for a Council <br />Visioning on housing will coordinate nicely with the HRA Citizen Advisory Group specifically <br />on rental housing issues. She encouraged the HRA members to not wait to address the rental <br />housing issues as part of the overall community visioning process but rather make the process <br />separate so it does not get lost in the broader housing vision. <br /> <br />Member Maschka agreed that the process should be separate and the HRA should continue with <br />the Citizen Advisory Group immediately. <br /> <br />Chair Majerus noted his support for the distribution of people on the Advisory group. <br /> <br />Member Maschka also noted that the proposal is good and has a good cross section of people. <br /> <br />Member Kelsey asked where the budget would come from for this process. Bennett noted from <br />existing marketing/study funds of $10,000 and that there is no intention to use the budget set <br />aside for rental housing implementation at this time. <br /> <br />Chair Majerus wondered if the purpose should be expanded to include all rental property to <br />address Council member Kough’s concerns. <br /> <br />Member Kelsey noted that a rental property ma nagement company representative should also be <br />added to the list. <br /> <br />Rental property owner Ramona Er ickson spoke to the HRA rega rding overcrowding and how the <br />current process should be improved upon to address this issue. She shared her documentation <br />regarding the correspondence between the City regarding this issue and urges the HRA to <br />consider a better process to address noncomplia nce in this case as they move forward. <br />
