MEMORANDUM <br /> <br />Date: April 13, 2006 <br />To: Cathy Bennett, City of Roseville HRA <br />From: Barbara Raye, Center fo r Policy, Planning, and Performance <br />RE: HRA study of issues asso ciated with rental properties <br /> <br />This proposal is in support of the HRA’s goal to establish a Citizen Advisory Group and then <br />charge the group to study issues associated with single family a nd small (up to fourplex) rental <br />properties in Roseville. <br /> <br />Assumptions: <br />Our assumptions for the scope of work include the following: <br />1. Meeting with the Advisory Group to help clar ify and focus the work including number of <br />meetings, location and target group participants for each meeting, and key questions <br />related to the issues of rental housing that the Advisory Group is required to provide in its <br />report to the HRA. <br />2. Facilitation of focus group mee tings with key residents di rectly impacted by rental <br />housing. Those include: <br />a. People living in rented houses (2 or 3 groups divided by age, size of families, <br />length of residency in the house, or cultural groups) <br />b. Landlords–including those owners who ar e residing in their own units–of small <br />duplex rental housing (1 group) <br />c. Property managers/landlords of triplex and fourplex apartment units (1 group) <br />d. Home owners and businesses adjace nt to rental housing (1 group) <br />e. Students and families and/or university housing coordinators who are renting <br />housing located in a predominately owner-o ccupied residential area (1 group) <br />3. Developing a short “on-line” survey for anyone in Roseville interested in commenting but <br />not able to attend the focus group meetings. <br />4. Providing a draft report based on the focus groups and on-line survey information for <br />review/comment by the Advisory Group and f acilitating the discussion at the Advisory <br />Group meeting. <br />5. Delivery of final report. <br /> <br />As always, we are open to negotiating both the work scope and the project cost to meet your <br />needs and budget constraints. <br /> <br />Staffing <br />Staffing of the project will be Barbara Raye and Carol Swenson of the Center for Policy, <br />Planning, and Performance. Both of whom wo rked with the HRA on the last project. <br /> <br />HRA Role: <br />We also assume that the HRA will make meeting arrangements and handle logistical issues and <br />mailing etc. as it has done in the past.
