1 <br />REQUEST FOR PLANNING COMMISSION DISCUSSION DATE: 05-03-06 <br /> ITEM No.: <br />Staff Approval: Manager Approval: Agenda Section: <br />DPW <br /> <br />Item Description: Consider Options to revise City Code relating to residential parking <br />(PF3718) <br /> <br />1.0 REQUESTED ACTION: <br />1.1 Discuss the Roseville HRA request for further restrictions on parking in single family <br />residential areas, especially in ar eas where renters or extended family live within the structure. <br />2.0 BACKGROUND: <br /> <br />2.1 During 2005 the HRA held five neighborhood mee tings to ascertain the condition of and <br />concerns of the residential neighborhoods thr oughout Roseville. One issue which came up at <br />each meeting was the frustration single family home owners (R-1 and R-2 Zoning Districts) <br />have had or are having with structures in their neighbor which are occupied by multiple <br />unrelated adults or college st udents. The nearby neighbors to su ch structures reported that <br />traffic and parking are constant nuisan ces. Examples of the nuisances include: <br /> <br />• Parking which overflows from the driveway on to the street, blocking mail delivery <br />and garbage pickup, and making - with 2 side parking - some streets nearly <br />impassable. <br />• Late night motor vehicle starting and stoppi ng to jockeying cars in and out of the <br />driveways, indicating not enough on-site space. <br />• Vehicles parking on the turf of public boul evards or owners’ lawns, damaging the <br />turf and creating muddy erosion problems. <br />• Weekend parking capacity problems as students have guests or host parties <br />• Late night traffic, especially l oud and fast moving, from partying <br />• Overnight and longer term street pa rking, making snow plowing and other <br />maintenance activities difficult or incomplete. <br /> <br />3.0 CITY CODE REQUIREMENTS: <br /> The Roseville regulatory issues which imp act single family home on-site parking are required <br /> number of spaces by the code and the limitations placed on a parcel’s impervious surface <br /> coverage . <br />3.1 The City Code Section 1018 requires 2 on-site sp aces per single family dwelling unit. In an <br />R-1 zone, the spaces may be non-covered (no gar age), but must be on a paved surface. In <br />any other residential districts, 2 spaces per dwelling unit are require s, but at least one <br />must be covered (in a garage).
