2 <br />3.2 The City Code, Section 1004, states that no more th an 30% of any one site can be covered with <br />an impervious surface. For a normal Roseville lo t of 11,000 s.f., this means that no more than <br />3,300 s.f. of a lot may be impervious surfaces . With a standard house and garage using 2,600 <br />s.f., an area of approximately 700 s.f remains fo r on-site parking. A driveway is generally 20 <br />feet wide and 30 feet long – or 600 s.f. in size. Each parking space on an impervious surface is <br />calculated at 9 feet by 18 feet or 162 s.f. This allows for four smaller cars to park on the <br />owner’s driveway. Usually there are two parking spaces within the garage as well – for a total <br />of six parking spaces. However, many times the ga rage is used for other storage or converted <br />into living space. <br />4.0 Alternative Solutions: <br />4.1 There are a number of current solutions (or combination of solu tions) being used in the metro <br />area to limit the number of vehicles on a residential lot or on the street. <br /> a. Restrict the number of exterior, on-site vehicle spaces to 4 per lot (and covered garage <br /> space). <br /> b. Enforce a parking ban from 2am to 5 am (or a 3 hour limit) for safety and maintenance <br /> purposes, reducing overnight parking. <br /> c. Limit the number of total interior and exte rior vehicle spaces on a site to the number of <br /> licensed drivers in each household, to a ma ximum number (usually 6) and dependent on <br /> impervious coverage. <br /> d. Require at least 1 covered garage space be available fo r parking and 4 uncovered paved <br /> spaces on the driveway. <br /> e. Require an on-street vehicle parking setb ack (approximately 10 feet either side) from <br /> mail boxes and garbage cans to allow for easy drop off and pick up. <br /> f. Require residential on-street parking permits for each unit in a designated parking <br /> district. <br /> g. Limit the maximum size of the garage to 4, impervious roof and pavement area to 30% <br /> and maximum exterior on-site spaces to 4. Re quire that the garage be used for vehicle <br /> and RV parking. <br /> h. Limit the number of on-site parking spaces to some ratio with the number of bedrooms <br /> in the house; say, 2 spaces minimum, but an additional on-site parking space for each <br /> additional two bedrooms. <br /> i. Regulate residential rental parking by rental licensing in which the maximum number of <br /> vehicles attributed to the site is a co ndition of the rental license for the site. <br /> j. Create a model to estimate the number of vehicles parked per neighborhood and the <br /> needed on-street parking.
