Meeting date: June 5, 2006 p. 3 of 3 <br />1. Roseville is an increasingly diverse community and wants the community to remain <br />welcoming to all racial, et hnic, and immigrant communities as well as families of all <br />income levels. <br />2. Roseville should be proactive about change s that are occurring and focus long-range <br />in its thinking about resp onses to these changes. <br />3. The rights of property owner and renters must be respected. <br />4. If there is a program, it should have integrity and be fair and equitable. This applies <br />to several areas: <br />a. Landlords and renters <br />b. Homestead property owners and non-homestead property owners and <br />common interest property owners <br />c. Single-family rentals and multi-family rentals <br />d. Small rental properties a nd large rental properties <br />e. Others… <br />5. The program should emerge from a solid pub lic process that is open and inclusive. <br />6. The program should be consistent w ith other city codes and programs. <br />7. The program should not be punitive to thos e who are in compliance and not creating <br />problems. <br />8. The program should be rewards-based and have incentives for compliance. <br />9. The program should have a strong educati onal component for la ndlords, renters, <br />residents, realtors, etc. <br />10. The program should be cost-effective and should have the resources to properly <br />enforce it. <br />11. The program should be in-line with nei ghboring city policies; draw from the <br />experiences of other cities; and serve as a model for other communities. However, <br />the program should respond to the unique issues confronting Roseville, e.g. the <br />Burnsville program was created in respons e to issues around safety and crime and <br />that does not appear to apply to Roseville at this time. <br /> <br />Next Meetings <br />Suggestions of people who might present or talk with the Advi sory Group include: <br />1. City Inspectors and/or Code Enforcement Staff <br />2. Police <br />3. Property-owners who were found to be out-of-compliance with existing codes. <br />4.
