Besides, the City wants to work directly with the res ponsible landlord, not the <br />tenants. <br /> <br />Q: Could there be a plaque on the property with owner’s name and contact information? <br />A: Yes, that was considered as part of the current proposal. It is currently required for multi- <br />family apartment buildings. <br /> <br />Q: Would Code violations be recorded on th e property deed, so the history of complaints <br />followed the property and buyers would automati cally be informed of needed repairs? <br />A: Need to check this further. If there is a lien on the property, it follows the deed. <br /> <br />Licensing Program Design, Implementation, and Enforcement <br />Q: Is there a definition of “bedroom”? <br />A: Definition is in current Zoning Code, but could be included. <br /> <br />Q: Will landlords be informed ahead of time of licensing program costs and penalties? <br />A: Yes <br /> <br />Q: How will the rental application be evaluated before a license is granted? <br />A: A list of criteria will be developed. <br /> <br />Q: Are landlords informed ahead of time of criteria used to evaluate the application for a <br />license? <br />A: Yes <br /> <br />Q: What is the best procedure for implementing a licensing program? <br />A: There must be an inspection before a licen se is granted. Implem entation would be phased <br />over a period of time. <br /> <br />Q: What is the inspection cycle? (Inspections annuall y, biannually, etc.) <br />A: (Recorder missed the response.) <br /> <br />Q: Are complaints ever turned over to the police? <br />A: When appropriate, yes. <br /> <br />Q: Would it help to have more authority to shorten the process of working with problem <br />properties? <br />A: Yes. The current process of working thr ough the City and Ramsey Co unty Courts to issue a <br />citation can take several months. It requires a 30-day notice and two City Council meetings. <br /> <br />Q: Would there be a checklist and standards give n to landlords in advance of an inspection? <br />A: Yes. (The Public Housing Authorities have good forms that could be used as template for <br />the program. PHA gives landlords a chance to make corrections to deficiencies before citations <br />are issued.) <br />
