The fees will be used to contract inspectors, leaving City staff with more time to work on <br />other pressing issues. <br />2. It will help eliminate overcrowding because in spectors will have the authority to enter a <br />property and investigate circumstances. <br />3. Gives staff the authority they need to address life and safety issues in rental properties. <br />(Section 8 inspections now covers only 100 units in Roseville.) <br />4. Creates a mechanism for controlling the ille gal conversion of single-family homes into <br />duplexes. <br />5. Offers renters more protection. <br />6. Serves as a deterrent for landlords w ho might otherwise neglect a property. <br />7. Relieves citizen frustration about the City’s limited response to complaints about rental <br />properties. <br /> <br />The Q & A session following the presentation covere d a range of topics. Questions and answers <br />have been paraphrased and grouped under common themes. <br /> <br />Need for Licensing Program <br />Q: What percentage of overcrowding compla ints is associated with college students? <br />A: About 15 properties <br /> <br />Q: How many overcrowding complaints are associated with non-student situations? <br />A: About 4 to 5 complaints are associated with rented single-family home; these complaints are <br />more frequently associated with apartment buildings. <br /> <br />Q: Are there other ways the City can addr ess complaints about cars parked on grass? <br />A: According to current codes, a car must be moved after 14 days. There might be an option of <br />applying tighter restrictions duri ng the winter months when snow plowing and storage are issues. <br /> <br />Q: Do you think the Property Maintenance Code would be sufficient to address the problems if <br />it amended to address issues su rrounding cars and overcrowding? <br />A: No. Still lack aut hority to enter a property. <br /> <br />Q: Will ordinance help locate the owner responsible for the property? <br />A: Yes. The ordinance could require contac t information. This would lessen the amount of <br />time staff now must take to tr ack down the responsible owner. <br /> <br />Q: Can you limit the number of cars per home or property? <br />A: Yes, some cities have such limits. Roseville does not. Enforcement of Roseville codes <br />applying to car storage, etc. is dependent on what was done to the property when the ordinance <br />was enacted, e.g. graveled areas. <br />Observation: The Advisory Group could recommend code change about parking cars on grass. <br />The current limit of 14 days could be reduced 1 da y. The downside is that the City may not have <br />enough staff to enforce such a code. <br />
