Meeting date: July 24, 2006 p. 4 of 4 <br /> Students could be charged administrativ e ticket costs if violations occur. <br /> Northwest could work with Bethel to develop a coordinated strategy. <br /> <br />Draft Recommendations <br /> The group reviewed the draft recommendations to address specific issues that have been <br />raised throughout the CAG meeting process. It was noted that the situ ation is changing from <br />what it was when the Rental Licensing Program wa s initially proposed. Most notably, the City <br />has adopted and will be implementing the Property Maintenance Code. However, the issues of <br />overcrowding, parking, and authority to investigate complaints that require access to the inside <br />of the property remain a concer n. With the context in mind, the group reviewed and discussed <br />the draft recommendations. The discussion was wide-ranging. Highlights are listed below. <br /> <br />1. Recommendations #3 and #1c. give city sta ff authority and resour ces to take action. <br />2. Process changes by staff and/or City C ouncil may address some of the issues. <br />3. Parking is a police issue, unless vehicles are parked on the lawn. <br />4. Education is a major component. A multi-face ted approach is needed for a variety of <br />audiences, including students, rent ers in general, landlords, etc. <br />5. Licensing fees need to be minimal to none for compliant landlords. <br />6. Any program must pay for itself so there is no additional burden to the taxpayer. <br />7. The Fire Department might be engaged in making inspections, which could keep program <br />costs down. <br /> <br />At this point, there was no CAG consensus that a rental licensing program is needed. If there is <br />one, its purpose needs to be clearly defined. <br /> <br />Next Meeting <br /> Annette requested that informa tion from law enforcement would be helpful.
