Recommendation #3 — The City implement a mandatory Rental Registration Program. The program would contain the following characteristics: a. It will apply to property ow ners who rent buildings w ith 4 units or less. (This includes: fourplexes, triplexes, dupl exes, and single-family houses.) b. The program applies to propert y owners who have unrelated boarders where the intention is that people share costs for re nt and other expenses, such as college students sharing a 4 bedroom house even if the house is owned by one student or his/her parent. Single family houses where people are temporary boarders within the same living unit as th e owner are not included. c. The registration form will include: i. Name ii. Address of property owner iii. Name and address of local contact if property owner lives out-of-state all or part of the time iv. Number of bedrooms (to be cross-refe renced against prope rty tax records) v. Number of baths (to be cross-refere nced against property tax records) d. Registration is required when the program is initiated or with change in ownership. e. The registration fee will be nominal. (approximately $25) f. Fees generated from initial implementation will be used to inform property owners and promote the program, create a da tabase that is compatible with other databases used for reporting, data entr y, creating an on-lin e registration and payment page on the City’s website g. A statement and checkbox to indicate that the registrant agrees to cooperate with code enforcement inspectors based upon a credible, written complaint in accordance with current laws that allow la ndlords and codes staff to enter a rental property upon 24-hour notice or in the event of an emergency. Recommendation #4 — Suspend further action on the current draft rental licensing ordinance for two (2) years. This will allow one (1) year for implementation of the rental registration program and the Property Mainte nance Code and other recommendations and have at least one full year of accurate data collection. At that time, there should be adequate data and experience with existing tools to assess the need for a more detailed rental licensing program where inspection is required or to address other issues as needed. Recommendation #5 — Establish an institutional relationship with Northwestern College and any other interested colleges to create an educationa l program for students and parents and to develop a process for work ing with the college(s) on complaints that may involve students.
