<br /> Twin Lakes West Plan Review - Page 1 of 3 <br />REQUEST FOR HRA DISCUSSION & REVIEW <br />DATE: 11/21/06 <br /> ITEM NO: 9.b. <br />Staff Approval: Agenda Section: <br />CB Report <br />Item Description: Twin Lakes West Housing Development (HF0055) <br /> <br />1.0 HRA Discussion Request: <br />1.1 As the local Housing & Redevelopment Authority for the City, the City Planning <br />Commission requested that the HRA Board provi de direction and comment regarding the <br />proposed Twin Lakes West Housing Development as it pertains to housing affordability <br />and senior linkage programs. <br />2.0 Background <br />2.1 In 2005, the HRA approved language to be included within any Planned Unit <br />Development (PUD) Agreement dealing with the development of senior housing to <br />address “linkage” between new senior developm ents and Roseville senior residents, and a <br />“link” between the seniors leaving single fa mily homes and new residents moving in. <br />This language is in response to the HRA’s (as well as the Planning Commission and City <br />Council) goal to provide a link between new senior housing projects and new families in <br />the hopes of creating balance in Roseville’s neighborhoods. <br />2.2 The developers of Twin Lakes, Rottlund Companies, submitted an application on <br />October 6, 2006 to redevelop approximately 58 acres within the Twin Lakes <br />redevelopment area. This modified concept proposal includes 8 lots (3 for office/service <br />mix, 5 for residential/partial office, and 7 outlots).The application was approved by the <br />Planning Commission at their meeting in November. <br />2.3 Specifics of the CONCEPT proposal are as follows: (See attached Concept Plan) <br /> Lot 1, Block 1 (9 acres): Potentially 2 multi-story office structures totaling <br />250,000 sq. ft or a residential option for up to 240 multi-family units within <br />multiple complexes (2814 Cleveland Avenue - Dorso/American Semi). <br /> Lot 1, Block 2 (5 acres): Potentially 98 units within 5 structures of multi-level <br />town homes and/or condominiums, including tuck-under garages and <br />underground parking (2680 to 2690 Prior Avenue - PIK Terminal property <br />adjacent to County Road C2 and Langton Lake Park). <br /> Lot 2, Block 2 (5 acres): Potentially 152 units within 3 structures of multi-story <br />senior condos, including underground park ing (2680 to 2690 Prior Avenue – PIK <br />Terminal property adjacent to Langton Lake Park and Twin Lakes Corporate <br />Center Phase IV).
