6 <br /> <br /> <br />Mike Heffernan – Lives in 2042 Dale and owns 893 County Road C2. He is opposed to license <br />program. He appreciates the study but sounds like there is no problem. Not every idea is a good <br />idea. Would like to see the problems addressed but without a new program since staff is already <br />short handed. The City shoul d provide additional staff to address the problems instead of <br />creating a new program. Also, should address parking issues instead. He is not in favor of more <br />government. He noted that people who have re ntal properties know who to contact to get <br />information. Does not believe there is an issue w ith the lack of information. He does not believe <br />that the City should be telling residents that they need to fix up their home. If people can’t afford <br />to fix up their home, then they should move. <br /> <br />John Kysylyczyn, 3083 Victoria Street. Served as former mayor and sat in council chambers for <br />over 9 years and have worked on these issues for ma ny years. He has lived in Roseville for 20 <br />years. Paid close attention to the issues. The issue he would like to address is in CAG <br />recommendation 2 regarding the revision to the cour t citation process. He noted that there is no <br />abuse in the process because it has to go to the counc il currently. This is the safeguard needed for <br />the process. He feels that the CAG was not info rmed on the issues. He does not feel that the <br />HRA should be concerned with what other cities are doing and how do they address this issue. <br />He does not want to be like other cities which ha ve problems with how they use the process. He <br />feels that if the HRA supports CAG recommendation 2 they would be supporting reversal of one <br />of the most successful policies that has been adopted since he was Mayor. The staff has <br />supported this process and has heard no report that the previous process would resolve issues <br />quicker or that the previous process would wo rked better. Mr. Kysylyczyn showed a chart <br />regarding how the process worked pre 1998 to the present. Discussed previous cases where court <br />citations were issued and how the problems were not resolved but by eminent domain, mediation <br />and abatement were used. These processes curre ntly are allowed and would not change by <br />tightening up the court citation process. In addition there is no process to determine which <br />method staff should use with regarding home mainte nance issues. There is no specific standard <br />that staff members have been given regarding thei r authority to issue tickets. In addition, the <br />council does not have oversight of staff members wi th a city manager form of government. Need <br />to look at the facts. The best approach that works is the current process. Proposed deletion of <br />1.3.a, 3.a. of the staff report and CAG reco mmendation 2 with replacement language that was <br />handed out. A unified policy of action rather than dumping it on the court is what he proposes. <br />Believe this is what the HRA should be requesting and it is within their authority to put together <br />this much broader policy issue. <br /> <br />Lillian Chiarella, 1708 Millwood has lived in Ro seville for 50 years. Roseville has been a <br />successful city in spite of its politics. She urge d the HRA not to wait two years to really address <br />the problem. The problem is the college. Allowi ng bad practices to continue and the HRA should <br />get procedures in affect that work. She feels th ere is too much latitude with regards to bending <br />the rules. She asked how many people can live in a single family home that are not related. She <br />supports a rental license program. Business can absorb a $25 fee and should not object. It <br />provides protection to those that rent property and to the city. <br /> <br /> <br />Council member Tom Kough spoke but noted that he was not taking a position for or against the <br />CAG recommendations. He wishes the HRA would look at taking care of all of the units not just <br />smaller units. Why is this group not looking at a la rger issue? The parking problem is related to <br />college homes. He is waiting for a recommendati on but would encourage the HRA to look at all <br />units not just the smaller units. In addition would like to see a grandfather clause that if the
