He noted that the C ity does not have the staff to do inspections. <br /> <br />Annette Phillips, 3084 Shorewood Lane. She is a member of CAG. The city does not have <br />sufficient data to identify rental property. Ot her communities have strict license agreements and <br />the rental registration program is a minimal program to correctly collect the data so that the <br />problem can be sufficiently addressed. Education is a good component of the CAG <br />recommendations which addresses owners and renters collectively. The CAG did consider rental <br />property as a business and they should be held to higher standards. <br /> <br />Jim Olson – 2930 Labore Road, Little Canada. He is a member of the CAG as a non-resident <br />landlord. A year ago the council had an ordinance to regulate property very heavily. He objected <br />to that as many landlords did. The committee sat for 6 meetings, 2 hours per night with <br />significant input from all stakeholders. Just asking to register your property and giving the staff <br />tools to go after the problem properties is a good approach. It has been a whole year that this has <br />been in review. The City does not need more re gulations but better regula tions. This is a good <br />program. <br /> <br />With no further comments from the public, Chair Majerus closed the public hearing. Chair <br />Majerus thanked all the members of the CAG for their time and effort. <br />Chair Majerus believes that the HRA should be part of the rental housing issue and there is a need <br />to review all facets of housing with the City Council. <br />Member Maschka noted that resident Kysylyczyn’s suggestion to weave all four of the methods <br />of enforcement into the process should be consid ered. Member Maschka, supports everything in <br />the CAG report but would like to add the component that there be further review regarding the <br />proper enforcement method in dealing with violators. Feels this is a good start in dealing with the <br />rental issues. <br />Member Kelsey would like to see additional di scussion with the City Council regarding the <br />enforcement issues. <br />Member Maschka wondered if there is a line ite m in the HRA budget to help with abatement. <br />(Yes, $100,000 in 2007 budget). Memb er Maschka would also like to make sure that the parking <br />issue is addressed by another group such as planning commission or transportation commission. <br />Motion : Member Maschka moved, seconded by Member Elkins, to adopt and approve <br />the Citizen Advisory Group recommendations on rental housing in Roseville and forward <br />to the Roseville City Council for consid eration of final adoption the following: <br />a. Revision to the enforcement process with th e review of a policy regarding use of <br />mediation, eminent domain, abat ement and court citation, and <br />b. revision to the annual fee resolution, and <br />c. adoption of a rental housing registration ordinance, and <br />d. Concurrence with the HRA to include budget resources for implementation of the <br />CAG recommendations as part of the 2007 recommended HRA levy, and <br />e. Planning or Transportation Commission to review the parking issues in the <br />community. <br />Ayes: 4 <br />Nays: 0 <br />Motion carried.
