You have made a great deal of progress toward realizing the vision and goals that <br />emerged from that earlier work, and it makes tremendous sense to leverage those successes and tap into <br />the community's belief in a strong and vital fnture for the city. <br />Roseville is also clearly committed to emphasizing the representative nature of our democracy by <br />directly engaging coinmunity members in this work. You wish to sincerely welcome people into the <br />process, listen respectfully to what they have to say, and respond to their needs. In doing so, your <br />decisions to be deeply anchored in the community and will be both sound and durable. <br />i Approach <br />Authentic visioning work must belong to the community from the beginning of the process through to <br />the end. It must be owned, understood, and embraced by the elected representatives, a broad range of <br />community members, and city staff. Our proposed process therefore seeks to balance your need for <br />assistance, while building community capacity and commitment to both the process and the "products " <br />you all produce to guide your future decisions. <br />In addition, each community is unique and community visioning must reflect your particular character. <br />That character is a reflection of your solid history as an independent city, your growth and development <br />over time, and the natural evolution of your community's demographics, needs, challenges, and <br />tremendous opportunities. It's a beautiful and safe community that offers special advantages to <br />residents, businesses, and visitors through well -respected and managed public services, lovely parks and <br />recreation choices, and high quality schools that support a stable and strong community. Our proposed <br />process builds from your specifications and crafts a custom -designed approach to meet your unique <br />needs. <br />Proposed Community Visionina Process <br />Our proposed coinmunity visioning process is based on your RFP, informed by our extensive work in <br />visioning, public participation, and strategic planning. We expect the process to be further tailored to <br />meet your unique needs following thoughtful discussions with the City Council, Steering Committee, <br />and key staff designees. <br />This section includes the primary tasks identified in your RFP as well as additional tasks we believe will <br />significantly improve the quality, inclusivity, value, and durability of your Visioning effort - while <br />maintaining your schedule and coming in under your proposed budget. <br />Proposal for Rosevliie Community Visioning Support <br />Carroll, Franck &Associates Page 2
