Support Steering Committee
We understand the that the Council will complete these appointments by April 24, and that the Steering
Committee will help coordinate the work of the Subcommittees; serve as a liaison beiween the Council,
staff, and Subcominittees; and help coordinate the final report.
We look forward to working with the Council and Steering Committee to further elaborate the
Committee's role, and recommend the following Steering Committee responsibilities:
r Provide oversight and guidance on the process
9 Lead the effort to make sure Subcommittees keep all stakeholders engaged and informed, and for
their own part provide regular updates at Council meetings
Coordinate the substantive work of the Subcommittees so that the final Visioning report has
coherence, meaning, and value as a thoughtfully integrated and visionary guide to Roseville's future
We will provide the following to the Steering Committee:
Support, information, and guidance as desired, including "staffing " at regular Steering Committee
meetings (16 biweekly meetings May through December)
rn Help as needed to balance the Subcommittee membership to reflect various community perspectives,
as well as offer opportunities for broad and deep community participation as the visioning process
progresses (see below for more details)
Deliverable: Summary of key issues, problems, and identified community needs fiom
Brainstorming Sessions from which they will finalize Subcommittee topics
Deliverable: Annotated list of Brainstorming participants from which they will work with the
Council to select Subcommittee members
Deliverable: Sumnary documentation of Committee meetings
Deliverable: Regular process updates to the steering Committee, and materials for presentation
to the Council and public
New: Plan Broader Outreach Effort
The Council has committed to sponsoring two Brainstorming Sessions for community members to
identify topic areas and sign up for Subcommittees, and then for the Subcommittee members to work
with the groups they representplus the general public to
develop ideas for Roseville's future. Underrepresented
groups as well as potential collaborators may not emerge
through these structures, however, so we reconmend that
the Steering Committee and Council consider the following
additional tasks to increase the breadth and depth of your
Visioning work.
Stakeholder Identification aud Analysis
This task would begin with a stakeholder identification
and analysis exercise with Steering Committee members
and others to explore the breadth of community
perspectives you may wish to consider. A simple structure fo
which participants array potential stakeholders, and then identify those most appropriate to engage in
this effort.
e Deliverable: Stakeholder identification and analysis results, and implications for outreach
Proposal for Roseville Commun~ty Visioning Supporl
Carroll, Franck &Associates
Page 3
