The Steering Committee may also wish to consider some topic -specific e -panels to gather the insights of <br />knowledgeable and opinionated people for Subcommittees' consideration. For example, panels such as <br />youth or business leaders could have a fixed membership and "convene " in a facilitated online <br />discussion around particular issues, typically over a limited duration. What makes them unique is that <br />people engage on their own schedules, interact with each other as well as with decision makers, and <br />present findings or reach conclusions that will be included in the decision -making process. This would <br />require locally available technology and fee -based setup, facilitation, and compilation. <br />Finally, the City could at some point choose to either support or host an ongoing community -wide <br />online issues forum where participants set the agenda and may raise any topic that falls within the <br />prescribed scope of the forum (such as Roseville). Such online discussions are usually facilitated, open <br />ended, and multi -threaded, meaning that participants may be discussing several topics or issues <br />concurrently. Issues forums require much more substantial investment and would have to be carefully <br />explored, so this option is not further detailed in this proposal; more information about issues forums in <br />St. Paul, Minneapolis, Winona, and Northfield can be found at http:l/e-de1nocracy.org1. - Deliverable: Memo recommending web -based surveys and e -mail content options (see <br />Subcommittee Support for related deliverables) <br />Deliverable: At the City's request, memo further detailing longer -term e -options and costs for <br />Roseville to consider, such as e -panels or issues forums <br />Facilitate Brainstorming Sessions to Identify Subcommittee Topic Areas and Members <br />This section provides information on the two Brainstorming sessions included in your RFP, along with <br />proposed Supplemental Brainstorming sessions, documentation, and presentations. <br />General Brainstorming Sessions <br />Design and logistics: Work with the City to design <br />and arrange the two Brainstorming sessions. in <br />order to get thoughtful input from participants in <br />such settings, we would suggest the City consider a <br />roundtable arrangement with volunteer "table <br />captains " to lightly facilitate and serve as scribes. If <br />you choose this or a similar approach, we will <br />design the input process for the Brainstorming <br />sessions, and provide written guidelines and a quick <br />training session for the volunteers.
