Approval of Facilitator for Citize n Advisory Group Process (HF0036) <br /> <br />Executive Director Bennett noted that the Citizen Advisory Group process will be the <br />most successful with an outside facilitator assisting with the meetings and reports and <br />that the CPPP has provided a proposal as attach ed to the meeting pack et to assist with <br />that process. <br /> <br />Member Kelsey asked if other consultants were asked to provide proposals. (No) Executive <br />Director Bennett noted that there is no statutory requirement to get more than one proposal for <br />consulting services over $50,000. CPPP was asked to provide a proposal based upon their past <br />work with the HRA and Roseville neighborhoods. <br /> <br />Member Kelsey suggested that the funds be taken from neighborhood enhancement rather than <br />marketing and studies. Bennett noted that th is would require a budget amendment but was <br />certainly reasonable since the work is furthering study of rental housing issues. <br /> <br />Motion: Member Kelsey moved, seconded by Member Elkins, to approve the attached <br />proposal from the Center for Policy, Pla nning and Performance (Barbara Raye) to <br />facilitate the Roseville HRA Citizen Advi sory Group Process for an amount not to <br />exceed $8,000 and to amend the neighborhood enhancement budget by this amount from <br />the rental licensing progra m to professional services . <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />c. City Council request for funding suppo rt of Roseville Visioning Process <br />(HF0046) <br /> <br />Executive Director Bennett summarized the Vista 2010 process and noted the Council <br />requested that the HRA help par ticipate financially in the City visioning process. The city <br />council’s proposal is to have the HRA pay for 60% of the costs up to $30,000, and for the <br />City to pay 40% of the costs up to $20,000. The total amount of the visioning process <br />would be no more than $50,000. A cost shar ing agreement has been attached for HRA <br />review and consideration. <br /> <br />However, Ms. Bennett also noted that to en ter into this agreem ent, a budget amendment <br />must be approved to take funds that were earmarked for th e Rental Licensing program for <br />this project. <br />
