Thank you.
To the Citizen Advisory Group:

We are Roseville residents that have resided in the same home for 17 years and enjoy our neighborhood and the community of
Roseville. We own our home and have made numerous im provements to the property and yard over the years.

Two months ago, the home next door was sold and the new owner is currently residing on the property and renting to two or possi ble
three people. (We can not determine for sure). Three people appear to be students.
The change in home ownership and move to rental housing has affected the quality of our neighborhood in several ways:

There are at least four cars in a driveway that was original ly built for one or two cars. The home has a single attached garage and consequently can only accomodate one car. Consequently, the cars are shuffled around every ev ening depending on who is leaving
first in the morning.
The new residents arrive home late in the evening between 9 p.m. and 12 midnight. Each time someone comes home there are at
least two car door slams. Consequently, it is not unusual to hear 8 car door slams between 9 p.m. and midnight disturbing our sleep.

The renters frequently have friends and family over to the home wh ich causes more issues with car traffic late at night. The sa me
holds true for the early morning hours as pe ople are leaving the home at different times.

Unfortunately, the homes were originally built with bedrooms from one property abutting the driveway of the other property. Thi s is
not a major problem with a family with two cars. However, the dynamics change tremendously when the residence has renters.

We strongly support a rental registrati on program in Roseville to enable the ci ty to keep track of the rental property.
We strongly support educatio n of rental property owners to ensure that they are aware of city ordinances.

A t the present time, homes are being purchased and renters are mo ving in with little communicati on with the city. The new home
owners frequently do not educate themselves on the nature of city ordinances and are frequently out of compliance on a number o f
issues including location of trash containe r, parking restrictions at night, parking restrictions following snow fall , licensi ng of dogs etc.
There is no process at the present time to educate and socialize new home owners to the ordinance s in the city of Roseville.

I would recommend that licensed rental properties be educated on t he essential city ordinances to ensure that our community
continues to promote safe, decent and appropriate housing.

The city of Roseville needs to be more proactive about the licens ing and monitoring rental property to ensure that Roseville re mains
a community where families continue to reside and thrive.

Thank you.
Eva and Steve Zorn
zorn@usfamily.net
6516390366

--- USFamily.Net - $8.25/mo! -- Highspeed - $19.99/mo! ---
From: Zorns [zorn@usfamily.net]Sent: Mon 10/2/2006 12:40 PM
To: Cathy Bennett
Cc:
Subject: Rental Housing Recommendations
A ttachments:
Pa g e 1of 1
10/9/2006 htt p s://mail.metro-inet.us/exchan g e/Cath y .Bennett/Inbox/Rental%20Housin g %20Recomm...
