<br />REQUEST FOR HRA ACTION <br />Date: 01-18-05 <br />Item No: 6.c. <br />Staff Approval: Agenda Section: <br /> CB Consent <br />Item Description: Approval of annual contract renewals with the City of Roseville for <br />fiscal support and staff services and with Krass Monroe for legal <br />services. (HF0026) <br />Background <br />1.0 <br />The HRA requires annual review and renewal of the contract between the HRA and City <br />of Roseville for the use of City services for fiscal agent, executive director, and <br />administrative staff. In addition, the HRA requires an annual contract review and <br />renewal for legal services. Currently, the firm Krass Monroe provides the HRA legal <br />services. <br />City Fiscal and Staff Services Contract: <br />The contract for the use of Roseville’s Finance Department to act as the HRA Fiscal <br />Agent is 5% of the total HRA administrative budget. For 2005, the HRA administrative <br />budget is $58,800 which includes the staff fees, legal fees, memberships and <br />subscriptions and training. The fiscal fee based upon the contract would be $2,940 for <br />2005, which will be a prorated monthly transfer from the HRA Fund to the City’s <br />General Fund. This fee is less than 2004 since the HRA made modifications to its budget <br />categories in 2004, taking out marketing and demographic studies as administrative fees. <br />The contract dates and amounts have been revised; however, all other items remain the <br />same as 2004. <br />The costs for executive director services (1/2 of the economic development specialist <br />time) and administrative support (1/3 of the community development admin support <br />time) is $45,000 for 2005. The executive director service amount is increasing as the last <br />two years have shown that the HRA activities are taking more than ¼ of the ED <br />specialist’s time. These funds will be transferred from the HRA Fund to the Community <br />Development Department Fund on a prorated monthly basis. In addition, quarterly <br />reports will be prepared by the executive director regarding time spent on HRA matters. <br />The contract dates and amounts have been revised however; assigned duties remain the <br />same as 2004. <br />Legal Services Contract: <br />The HRA attorney is currently Jim Casserly with Krass Monroe. In addition, other <br />members of the firm have performed work for the HRA over the past year for eminent <br />domain process and real estate contract review and research. The contract for services is <br />to be paid monthly, with HRA review quarterly, on a time spent basis at hourly rates. <br />The contract dates have been modified to reflect anticipated duties of the attorney in 2005 <br />as attached.
