<br />REQUEST FOR HRA ACTION <br />Date: 01-18-05 <br />Item No: 7.d. <br />Staff Approval: Agenda Section: <br /> Action <br />Item Description: Approval to Submit an application under the Consolidated Request <br />for Proposals (RFP) for Single Family Projects <br />Background <br />1.0 <br />The MHFA consolidated request for proposals for 2005 on single family projects is due <br />on February 7, 2005. The objective of the request for proposals is to provide “one-stop <br />shopping” for funds and/or assistance available to address the need for single family, <br />owner-occupied affordable housing. The Family Housing Fund, the Greater <br />Metropolitan Housing Fund, the Metropolitan Council, the Minnesota Department of <br />Corrections and the Minnesota Housing Finance Agency join together on this application <br />process to apply their funds collectively to projects that meets their objectives. <br />Staff seeks discussion and direction with the HRA Board regarding a couple of possible <br />redevelopment projects that might meet the criteria under the Local Housing Incentive <br />Account (LHIA) as part of the Metropolitan Council’s Program. In addition, staff <br />requests that the HRA members bring forward possible projects that meet the funding <br />criteria under the RFP. <br />Funds from the Met Council LHIA program are grants that must be matched on a dollar- <br />for-dollar basis by the municipality (HRA) receiving the funds. The LHIA funds may be <br />used for costs associated with projects including, but not limited to, acquisition, <br />rehabilitation and construction of permanent affordable and life cycle housing. <br />Suggested HRA Action <br />2.0 <br />2.1. <br />Discuss possible projects for funding <br />If interested in pursuing any of the projects discussed, by motion, <br />2.2approve the <br />submission of the Single Family Consolidated Request for Proposal and direct HRA staff <br />to make an application.
