<br />REQUEST FOR HRA ACTION <br />Date: 01-18-05 <br />Item No: 7.e. <br />Staff Approval: Agenda Section: <br /> Action Items <br />Item Description: Adoption of Ramsey County HRA housing priorities for use of Federal <br />housing funds for 2005 <br />Background <br />1.0 <br />Ramsey County HRA is awarded Community Development Block Grant (CDBG) and <br />HOME funds from the U.S. Housing & Urban Development (HUD) each year based upon <br />population and income within the suburban Ramsey County area. <br />The funds are provided to communities for specific projects based upon a competitive <br />application process each year. In addition, the funds are used to provide Suburban County <br />wide projects such as a deferred loan programs for single family housing renovation and <br />energy efficiency improvements and first time homebuyer downpayment assistance and first <br />time homebuyer low interest first mortgage loans. In addition, Ramsey County HRA <br />provides funds to help support a portion of the North Metro Housing Resource Center that <br />serves Roseville and many other north metro residents. <br />Each year, Ramsey County HRA develops priorities for use of the funds. These priorities <br />assist County staff and board members in reviewing applications from communities and <br />developers. With limited funds, higher points are provided to projects that meet or exceed <br />the approved priorities. <br />Ramsey County staff reviews the priories for the coming fiscal year with local communities <br />and requests their feedback on an annual basis. They will be holding a meeting on January <br />th <br />19 at 8:30 a.m. in Roseville City Hall Willow Room. HRA staff will attend.
