Identification of possible implementation partners. Set Dates for Neighborhood Mtgs. <br />1.0 REQUESTED ACTION: <br />The HRA will be asked to approve neighborhood meeting dates in March, April and May <br />as part of the Neighborhood Enhancement Process. <br />In addition, staff will present a range of possible tools that could be used to address rental <br />housing and maintenance issues within neighborhoods as well as review a list of <br />implementation partners that should be involved as part of this process. <br />2.0 BACKGROUND <br />2.1The process to evaluate a Neighborhood Enhancement Program (attached) was accepted <br />by the HRA in October. In November, the HRA heard from the City Permits Coordinator <br />Don Munson and Code Enforcement Officer Rick Talbot who provided a summary “from <br />the field” - what they are hearing from residents and the trends that they are observing <br />within the community. In addition, HRA staff provided a brief summary of single family <br />non-homestead units and the increase over the last 5-10 years as well as the demographic <br />trends associated with these changes. In January, the HRA heard from two cities <br />(Shoreview and St. Louis Park) who have implemented rental licensing programs. Each <br />program was very different but served the needs and goals of their community. <br />2.2The next step in the process is to review possible tools to address neighborhood issues <br />such as rental housing and deferred maintenance. In addition, the HRA can evaluate <br />various partners who would be affected by such tools to provide feedback on such <br />programs. <br />RHRA_ Neighborhood Enhancement Program Process (2-15-05) - Page 1 of 5 <br /> <br />
