(Review Attached Article and Chart of Cities) <br />1)Housing Maintenance Code: <br />a.ICBO <br />b.Modified ICBO <br />c. <br />What is the intent of a housing code...health, safety, and protection of <br />community property values? How far should the code "reach"? <br />d.If a housing code is intended to deal with health and safety as well as protect <br />property value, should it also deal with inspection of mobile homes (at least <br />exterior)? <br />2)Rental Licensing Program <br />a.Multi family only <br />b.Single family only <br />c.Multi family and single family program <br />d.Fee based – charge fee to cover part of the cost of administration <br />e.Provide credit for quality inspection status <br />f.Provide credit for participation in Crime Free Multi Family Housing <br />Program <br />g.Truth in Housing – inspection upon sale <br />h.Should a rental license program deal with both interior and exterior? <br />i.What happens in townhouse and condo projects – should inspection be <br />only for those units which are rented or should the city inspect all units <br />because of the density of the project? How can the HRA work more pro- <br />actively with the associations in these projects? <br />Issue 2: <br /> Provide an exterior only maintenance regulation for owner occupied single <br />family housing units, improving the street appeal and value of single family <br />neighborhoods.
