program could be funded by an annual HRA levy but would need full support <br />from the community and the City Council. <br />2)Neighborhood Connection Program: <br />a.A neighborhood ombudsman would require at least one part time staff person. <br />This could possibly be partially funded through the use of an intern and/or <br />through foundation funding. <br />b.In the past, the City Council discussed the possibility of a volunteer coordinator <br />position. This could be a 2006 budget and levy discussion item to have a <br />volunteer coordinator also serve as a neighborhood ombudsman to facilitate a <br />formal Neighborhood Connection Program. <br />2.3The most important part of the process is getting out into the neighborhoods and talking with <br />residents about what changes they are seeing and what they think should be done about it. <br />Staff will present possible focus areas to hold the neighborhood meetings as well as an <br />outline of possible meeting dates. It would not be required that each HRA member attend <br />these meetings but would be helpful to have at least one-two member attend and welcome <br />the participants. One suggestion is to start with the Neighborhood Block Group Captains. <br />Another suggestion as part of this process would be to have a facilitator assist in distilling <br />the information gathered from these meetings so that a report can be prepared for HRA <br />review and ultimately the Council’s review. This does come at a cost. Staff will be prepared <br />to present possible facilitators and costs associated with such a process at the meeting. <br />2.4In addition to the meetings with neighborhoods, staff is suggesting that meeting be held with <br />the implementation partners. These meetings could be done and facilitated with the HRA <br />staff during normal public meeting times or business hours.
