Issue 3: <br /> Encourage more neighborhood level involvement in keeping <br />neighborhood’s safe and clean. <br />1)Create a formal Neighborhood Connection Program (review attached draft <br />program outline). <br />The purpose of the proposed program is to promote the exchange of ideas, <br />information, and concerns between and among neighborhoods to create stronger <br />neighborhoods. The program would not likely be successful without a facilitation or <br />“ombudsman”. <br />a.Create more formal neighborhood areas <br />b.Assign a neighborhood ombudsman to help facilitate program options - new <br />or existing position (foundation or internship funded) <br />c.Provide matching funds for projects to neighborhoods that are organized <br />d.Create neighborhood pride through a formal award program – Steller Home <br />Program <br />e.More proactively get multifamily owners and renter involved within the <br />neighborhoods. <br />Issue 4: <br /> Who should staff such efforts outlined above? <br />1)Rental Licensing Program: <br />a.Building inspection services are now at capacity and will be for years. Whoever <br />the new inspectors are, they will need access to existing records within both the <br />planning and building inspection files. Staff estimates that in addition to one new <br />inspector, a clerical position would be necessary to support this inspection and <br />record keeping effort. This activity would require a $60,000 to $80,000 <br />expenditure annually. <br />b.The cost could be partially offset by fees to rental owners, by an estimated <br />$53,400 if using a type of fee schedule similar to Shoreview. This was calculated <br />for an estimated 64 multiple dwelling complexes ($100 per complex), 4,600 units <br />($7.5 per unit) and 250 non-homestead single family units ($50 per home). <br />c.A fee based program might be opposed strongly by apartment project owners and <br />managers on the basis that they are being singled out, that they have high vacancy <br />rates, and because the fee will be passed on to their tenants – many of whom <br />barely can meet the monthly rent now. <br />d.A possible resolution to the opposition would be to have a credit applied to <br />complexes for compliance and participation in the crime free multifamily housing <br />program. (Shoreview reduces the unit price by $2) However, this would reduce <br />the amount of income to support the program.
