b. Review and Adoption of Revised HRA Budget and Priority Action Steps for 2005 <br />(HF0021) <br />Cathy Bennett introduced the budget topic; a general discussion ensued. Chair Majerus <br />suggested that a subcommittee of the HRA be established to review the budget items and <br />develop a long term financial strategy for the HRA. <br />Motion: <br /> Member Millasovich moved, seconded by Member Bean, to adopt a revised HRA <br />Budget for 2005, with $99,000 placed in reserves. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />Motion: <br /> Member Kelsey moved, seconded by Member Bean, to establish an HRA finance <br />group to review and recommend a modified budget and a long term financing strategy for the <br />HRA consisting of no more than three HRA Board members including the following: <br />Sam Marks, Jeanne Kelsey, Bill Majerus to report back in February. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />c. Support for the Greenhouse Village Senior Linkage Program as part of the PUD <br />Agreement Requirements (HF0027) <br />Executive Director Cathy Bennett advised that as the local Housing & Redevelopment <br />Authority for the City, staff is requesting HRA Board direction and support for some of the <br />requirements under land use agreements dealing with housing policy. <br />Ms Bennett further indicated that at the request of the Planning Commission, staff has <br />developed language to be included within any Planned Unit Development (PUD) Agreement <br />dealing with the development of senior housing to address “linkage” between new senior <br />developments and Roseville senior residents, and a “link” between the seniors leaving single <br />family homes and new residents moving in. This language is in response to the HRA’s (as <br />well as the Planning Commission and City Council) goal to provide a link between new <br />senior housing projects and new families in the hopes of creating balance in Roseville’s <br />neighborhoods. <br />The PUD includes the “Senior to Family Housing Linkage Requirement” which is described <br />as follows. Because of the City and HRA programs to encourage choice and opportunity in <br />housing, the developers of this project must prepare a marketing plan that promotes their <br />senior housing project to Roseville residents exclusively for at least 60 days prior to <br />marketing to the broader community. The developer must also agree to participate in the <br />Senior Housing Regeneration Program (SHRP) administered by the Greater Metropolitan <br />Housing Corporation (GMHC) which provides a link between single family homes being <br />vacated by seniors and purchased by first time buyers. The developer must promote the <br />SHRP as part of the project sales program and include information regarding the program to <br />each potential purchaser or renter in the project. This relationship provides an <br />intergenerational mix instrumental to achieve stronger neighborhood balance. to address the <br />following: <br />3 <br /> <br />
