Greenhouse Village will be required to be a senior linkage project. The following are the <br />requirements: <br />Senior Circulator Plan from Senior Housing to Services. The developer shall <br />prepare and file with this PUD an initial plan for regularly scheduled <br />transportation of residents from the senior housing project to services within the <br />community. <br />Senior Housing Marketing and Linkage Programs. As a part of the City and <br />RHRA program to encourage choice and opportunity in housing, the developers <br />of this project shall prepare and file with this PUD an initial plan and program <br />which will market and promote this senior housing project to Roseville residents <br />for at least 60 days prior to marketing to the broader community. The developer <br />shall also agree to participate in the Roseville Senior Linkage Program (RSLP) <br />by promoting it, as part of the project sales program, to each potential purchaser <br />or renter in the project. <br />In addition, the developers of this project must provide a status report to the City <br />and RHRA one year after full occupancy regarding the number of residents that <br />moved from existing single family homes in Roseville, how many took <br />advantage of the RSLP and the demographic characteristics regarding those that <br />purchased the single family homes from the new resident, such as a range of <br />ages, family size and where they moved to Roseville from. <br />Mike Theis of Greenhouse Village Properties presented their plan to address these <br />requirements. He was pleased to provide a senior circulator and transportation center. (70% <br />of units are currently sold to Roseville residents, with 80% to be in place when complete). <br />Member Marks asked for details on the survey and legal requirements. A general discussion <br />ensued. <br />Member Kelsey suggested that such a survey also be sent to residents of Applewood Pointe <br />and wondered if the survey could be put in their water bills. <br />Member Marks cautioned the developer about building the townhomes after the construction <br />was completed on the senior cooperatives that this will prolong construction disturbance. <br />Greenhouse Village noted that a good strategy for construction activity will reduce <br />disturbance. <br />Motion: <br />Member Marks moved, seconded by Member Millasovich, to support the senior <br />linkage program prepared by Greenhouse Village Properties for the proposed Greenhouse <br />Village development at 1017 and 1021 Larpenteur Avenue and recommend to the City <br />Council that the program becomes part of the PUD agreement upon final approval. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />Staff was directed to prepare a questionnaire for both Greenhouse Village and Applewood <br />Pointe for review at the February HRA meeting. <br />4 <br /> <br />
