d. Consider Approval of Submission of an Application for the MHFA consolidated <br />Request for Proposal of funds – single Family (HF0027) <br />Executive Director Bennett noted a deadline of February 7, 2005 for submission of the <br />MHFA consolidated RFP for funds and discussed possible projects to gain HRA Board <br />feedback and suggestions. The funds require a one to one match with the grant programs. <br />She reviewed the goals for the program. Two projects discussed. The first property is located <br />at 311 County Road B. Cathy Bennett explained the ownership and a proposal to build on <br />HRA successes, such as the small lot single family design such as the site at Applewood. An <br />appraisal is necessary. Acquisition funding or master planning may be possible, with an RFP <br />to identify possible developers. <br />Member Marks liked the single family approach, showing the broad base of efforts by the <br />HRA. He asked if the HRA should consult with the Council prior to moving forward. <br />Member Kelsey asked if site control is needed and what that might cost. The appraisals may <br />be done for $750. <br />By consensus, the Board will seek direction from the Council. <br />Cathy Bennett explained the potential of the Mounds View Headquarters site as a second <br />grant application. This might be another small lot single family site. Member Kelsey <br />suggested the HRA team with a developer on this site as it was more of a complicated <br />redevelopment project. Member Kelsey also suggested that staff review of the MHFA pilot <br />program grant for opportunities. <br />Motion: <br /> Member Majerus moved, seconded by Member Millasovich, to approve the <br />submission of an application for the MHFA Consolidated Request for Proposal of funds, with <br />HRA appraisals and design costs for single family up to $4,000 with Council support for the <br />submission of an application. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />e.Adoption of Ramsey County Housing & Redevelopment authority 2005 Priorities of <br />Funding (HF0026) <br />Executive Director Bennett indicated that Ramsey County HRA is awarded Community <br />Development Block Grant (CDBG) and HOME funds from the U.S. Housing & Urban <br />Development (HUD) each year based upon population and income within the suburban <br />Ramsey County area. The funds are provided to communities for specific projects based upon <br />a Suburban County wide projects such as a deferred loan programs for single family <br />competitive application process each year. In addition, the funds are used to provide housing <br />renovation and energy efficiency improvements and first time homebuyer down payment <br />assistance and first time homebuyer low interest first mortgage loans. In addition, Ramsey <br />County HRA provides funds to help support a portion of the North Metro Housing Resource <br />Center that serves Roseville and many other north metro residents. <br />Each year, Ramsey County HRA develops priorities for use of the funds. These priorities <br />assist County staff and board members in reviewing applications from communities and <br />developers. With limited funds, higher points are provided to projects that meet or exceed the <br />approved priorities. <br />5 <br /> <br />
