6.Consent Agenda: <br />a.Approval of transfer of funds for financial and staff fee per approved contracts with the City <br />of Roseville for May 2005 (HF0026) <br />Motion: <br /> Member Scheunemann moved, seconded by Member Hermes, to approve the transfer of <br />funds for financial services in the amount of $243 and staff services in the amount of $3,750 for <br />st <br />May, 2005 per the contract with the City of Roseville for RHRA activities and accept 1 quarter <br />staff and HRC report. <br />Member Hermes asked Chair Majerus at what point/when a new RHRA will be appointed (Mayor <br />appoints and it will be discussed at the June 2005 meeting). <br />Ayes: 6 <br />Nays: 0 <br />Motion carried <br />7.Action Items: <br />Report on Neighborhood Meetings and Review Next Steps (HF25) <br />a. <br />RHRA Executive Director Cathy Bennett provided a summary of the neighborhood meeting <br />process. <br />In October 2004, the RHRA developed a process to evaluate a Neighborhood Enhancement <br />Program. Beginning in November 2004 the RHRA conducted an educational process to learn <br />about the issues as well as programs that other communities have implemented to address housing <br />and neighborhood concerns. In February 2005, the RHRA approved a series of neighborhood and <br />business meetings to review and discuss neighborhood housing issues throughout the community. <br />Over 160 people attended. <br />As part of the Neighborhood meeting process, the RHRA hired Barbara Raye and Carol Swenson <br />of the Center for Policy, Planning and Performance (CPPP) to facilitate and then summarize the <br />findings from each meeting. <br />The process included five neighborhood meetings and four business meetings (commission <br />chairs, local realtors, multi-family owners and representatives and a joint school officials and <br /> <br />realtors meeting) held in March, April and May. <br />Barbara and Carol provided the RHRA with a summary of these community conversations, the <br />general themes, the most compelling resident views and their findings on housing issues. <br />The RHRA received a copy of the summary report. <br />Barbara recommended sharing the draft report, creating more dialogue on programs and policies <br />and increase the promotion of existing programs. She also recommended enhanced Code efforts, <br />weighing the cost and equity of new initiations, and to build upon the leadership of the RHRA <br />and its community input process. <br />Member Kelsey asked how the City can improve communications with the schools. Roseville <br />schools asked for help. Member Hermes thanked residents and school representatives, RHRA, <br />and all others who attended. <br />2 <br /> <br />
