amount has been added in 2006 as well as additional time allocated to the implementation of
new programs. The other parts of the administrative function are financial service fees paid
to the City general fund, training, professional memberships/subscriptions and general legal
guidance on overall HRA functions. The legal costs associated with a particular program are
accounted for within that program. Federal funds can not be used for administrative
functions. At some future time the HRA should evaluate whether an outside contracted
service might be more efficient and effective than relying on a city service contract from
administration
2006 Suggested Budget Amount: $65,510
Fund 721
b.: Federal Restricted Funds - The federal funds were provided to the City many
years ago as part of the Villa Park and Marion Brittney multi family projects. In 2005,
there was a total fund balance of $478,264. In 2005, $5,000 was provided to fund the
addition of handicap accessible doors at the Roseville Senior House. If the HRA
allocates funds to support the Senior Housing Regeneration Program in 2005 at $200,000,
there will be a fund balance in 2006 of $273,274. Staff is proposing that these remaining
funds ($273,274) be split evenly between multifamily rehab and first time buyer
opportunities where the project serves populations with incomes at or below 80% of the
current median income.
