Also areas have been highlighted to take special note of that <br />affects the HRA. <br />ORDINANCE # _________________ <br />1 <br />AN ORDINANCE AMENDING TITLE 9 BY ADDING SECTION 907 TO THE CITY OF <br />2 <br />ROSEVILLE CITY CODE REGARDING LICENSING AND INSPECTIONS OF <br />3 <br />RESIDENTIAL RENTAL PROPERTY OF 1 TO 4 UNITS <br />4 <br />5 <br />THE CITY COUNCIL OF THE CITY OF ROSEVILLE ORDAINS: <br />6 <br />7 <br />Section 1. <br />8Section 907, hereby titled RESIDENTIAL RENTAL PROPERTY REGISTRATION <br />9AND LICENSING is hereby created as follows. <br />10 <br />11 <br />Section 907.01. Purpose. <br />The City recognizes a need for an organized inspection program of residential <br />12 <br />rental property with 1 to 4 units within the City in order to establish and enforce minimum standards for <br />13 <br />small rental units to meet City and State safety, health, fire, and zoning codes within the City and to <br />14 <br />provide a more efficient system to ensure that the rental property is properly maintained. The City <br />15 <br />recognizes that the most efficient system to provide for rental inspections is the creation of a program <br />16 <br />requiring the registration and license of all residential rental property with 1 to 4 units within the City so <br />17 <br />that orderly inspections can be undertaken. <br />18 <br />19 <br />Section 907.02. Definitions. <br />20 <br />211. <br />The term “residential rental property” means any building, structure, room, enclosure, or mobile <br />22 <br />home with one to four units including the real property upon which it is located and which <br />23 <br />surrounds it, which is rented or offered for rent as living quarters. Residential rental property does <br />24 <br />not mean on-campus college housing, hospital units, nursing home units, multiple rental property <br />25 <br />over four units or hotels or motels with daily rental units, all of which shall be specifically exempt <br />26 <br />from registration and license under this Section. <br />272. <br />The term “person” includes natural persons as well as business entities, whether one or more. <br />283. <br />The term “Roseville HRA” or “HRA” means the Housing and Redevelopment Authority in and <br />29 <br />for the City of Roseville. The HRA is designated as the administer of the City of Roseville <br />30esidential Rental Property Registration and Licensing <br />R Program. <br />314. <br />The term “enforcement officer” means any person or agency designated by the Roseville HRA to <br />32 <br />perform inspections and determine compliance with the applicable rules, standards, statutes and <br />33 <br />ordinances. <br />34 <br />35. <br />Section 907.03. Registration and License Requirements <br /> It is unlawful for any person to hereafter <br />36 <br />occupy, allow to be occupied, advertise for occupancy, solicit occupants of, or let to another person for <br />37 <br />occupancy any residential rental property of one to four units within the City for which an application for <br />38 <br />license has not been properly made and filed with the Roseville HRA and for which there is not an <br />39 <br />effective license. Initial application and renewal shall be made upon forms furnished by the HRA for such <br />40 <br />purpose and shall specifically require the following minimum information: <br />411. <br />Name, address and phone number of the property owner and, if owner is not a natural person, the <br />42 <br />name, address and phone number of a designated agent for the owner. <br />432. <br />The name, phone number, and address of any person authorized to make or order made repairs or <br />44 <br />services for the property, if in violation of City or State Codes, if the person is different than the <br />45 <br />owner. <br />463. <br />The street address of the rental property. <br />474. <br />The number and types of units within the rental property (single family, duplex, triplex or <br />48 <br />fourplex). <br />1 <br /> <br />
