15. <br />A rental property owner and/or the designated agent must notify the HRA in writing within 15 <br />2 <br />calendar days after any change in the above information. <br />3 <br />4 <br />Section 907.04. Fees & Penalties. <br />There shall be an annual license fee. There shall also be a license <br />5 <br />transfer fee and a license reinstatement fee. All fees shall be established by annual resolution of the City <br />6 <br />Council. Administrative penalties for failure to comply with any portion of these rules, standards, <br />7 <br />statutes, and ordinances will be established by resolution of the City Council. COMMENT: FEES WILL <br />8 <br />NEED TO BE ESTABLISHED BY THE HRA TO OFFSET COSTS OF PROGRAM. SEE <br />9 <br />ATTACHED PROPOSED STRUCTURE. <br />10 <br />11 <br />Section 907.05. Manner of Registration, Licensing and Renewal. <br />12 <br />131. <br />Initial application for license of property which is not licensed as residential rental property on <br />14 <br />the effective date of this Section, or for licensed residential rental property when there is a change <br />15 <br />in type of occupancy, shall be made by personally filing an application for license with the <br />16 <br />Roseville HRA before the property is used as residential rental property or before use as a new <br />17 <br />type of occupancy. <br />182. <br />If there is a change in the type of occupancy from the type stated on the registration statement, a <br />19 <br />new registration statement and license will be required. <br />20 <br />21 <br />Section 907.06. Method and Manner of Certification. <br /> Upon receipt of an initial application, the <br />22 <br />Roseville HRA shall forward a copy to the enforcement officer, who shall then, within 10 (ten) working <br />23 <br />days, perform an inspection of the property to determine whether such property complies with the <br />24 <br />provisions of applicable rules, standards, statutes and ordinances. The enforcement officer shall make a <br />25 <br />report thereon. No license shall be issued if the premises and building do not fully comply with all the <br />26 <br />provisions of the applicable rules, standards, statutes and ordinances which pertain to such dwelling units. <br />27 <br />. <br />28 <br />Section 907.07. Method of Renewal <br />29 <br />1.Each new (non-renewal) license issued pursuant to this Section, and each renewal license issued <br />th <br />30 <br />after the effective date of this ordinance, shall expire on the 31st of December or 30 of June each <br />31 <br />year following the initial issuance of the license. The Roseville HRA shall mail annual renewal <br />32 <br />applications for license to the property owner or the designated agent on or before September 5th <br />th <br />33 <br />or March 5 of each year. Failure to receive a renewal application for license from the HRA shall <br />34 <br />not excuse the owner from meeting the license requirements. Renewal applications for license <br />35 <br />may be returned by mail, at the property owner’s risk, to the HRA. Renewal of licenses will not <br />36 <br />occur unless the renewal fee has been paid and the property has been inspected and found to be in <br />37 <br />compliance by the enforcement officer within ninety-days (90) of the date of the renewal notice. <br />38 <br />It is the owner’s responsibility to ensure ample time is planned for accommodating the renewal <br />39 <br />inspection before the license expires. <br />402. <br />Rental property that has been registered but not inspected and in compliance on the effective date <br />41 <br />of this ordinance shall be considered unlicensed. No property shall be considered unlicensed <br />42 <br />under this Title if, as of the effective date of this ordinance, it was the subject of an appeal filed <br />43 <br />and pending before the Roseville HRA or City Council. Upon the conclusion of any such appeal, <br />44 <br />and expiration of any further appeal period, the property shall be subject to licensing and <br />45 <br />inspection. <br />46 <br />47 <br />Section 907.08. Method of Correction. <br />Whenever an enforcement officer determines that any <br />48 <br />residential rental property fails to meet the requirements set forth in the applicable rules, standards, <br />2 <br /> <br />
