<br />HOUSING AND REDEVELOPMENT AUTHORITY (HRA) <br />WORK PROGRAM - 2006 <br />DRAFT – November 15, 2005 <br />Preface:The work plan is based upon the goals and policies in the HRA Housing Plan dated <br />August 2005 and evaluated against the proposed budget resources allocated for 2006. <br />Text in Blue = HRA Housing Plan Approved Goals <br />1.To provide a balance of housing in price and product type to meet life cycle needs of the <br />community the HRA’s goals are: <br />1.1Provide a link between Roseville seniors moving out of existing single family homes <br />and young families seeking first time purchase options. Provide alternate housing for <br />those seniors to enable them to remain a vital part of the community. <br />Benchmark: Increase the amount of purchase, resale and development of new homes for <br />families by 5%. <br />Senior Housing Regeneration Program <br />: Support linkages between senior and first <br />time homebuyers as new senior housing development occurs through the Senior <br />Regeneration Housing Program homes. Budget impact 2006 – none - funds <br />allocated in 2005 for program implementation in 2006. <br />Support the HRA policythat encourages new “senior only housing” projects <br />developed in the community to collaborate with the HRA, local churches , school <br />districts, GMHC and/or private sector developers to provide linkages between senior <br />residents moving from their homes into the new development with families. A <br />senior housing linkage language is to be included in all senior housing only <br />agreements through the planned unit development process. No budget impact <br />Develop and collaborate on a first time homebuyer program to target housing for <br />local fire fighters, police officers and teachers who wish to live in the City and desire <br />to better serve the residents with less commute time and quicker response time. No <br />budget funds allocated to first time buyer program in 2006. Reallocation of <br />restricted funds ($270,000) would need to occur if there was a project opportunity. <br />Evaluate the potential for existing or new opportunities to provide First Time <br />Homebuyer Options through the replacement or redevelopment of code deficient <br />homes or oversized lots. No budget funds allocated to first time buyer program in <br />2006.
