Encourage the Planning Commission to evaluate the benefits and drawbacks of <br />reducing the existing required lot size (subdivisions) <br /> to allow for more affordable <br />small lot single family infill development. No budget impact <br />existing housing and develop new housing <br />1.2Preserve in partnership with federal, <br />state and regional agencies and non-profit community groups and private sector <br />development partners. <br />Benchmark: Reach at least 30% of the Roseville residents through the ongoing <br />implementation of HRA housing programs and policies. <br />Owner Occupied Renovation Programs: <br /> Annually enhance and encourage <br />remodeling through the following programs: <br />Housing Resource Center <br /> – Contracted service for Roseville residents that <br />provides free technical construction management and financial assistance and <br />administers HRA, County and State loan programs. Services include assistance <br />on building evaluations, city code and permit process, scope of work, construction <br />cost information, construction bid process, evaluation of submitted bids, monitor <br />construction process and purchase counseling. Annual HRA Fee – Budget for <br />2006 - $35,000.Goal is to increase residential participation in the Housing <br />Resource Center by 10%. <br />HRA Owner Occupied Loan Program - low or deferred interest loan up to <br />$10,000 or not more than 50 % of home improvements. The Program is intended <br />for use where gaps exist within other loan programs and can be used for <br />demolition if certain criteria are met. The loans are serviced by the Housing <br />Resource Center which is contracted by the HRA to provide more flexibility and <br />ease to residents.Budget impact 2006 - $50,000 set aside if fund balance <br />reduces below zero. May be an opportunity to borrow against existing <br />receivables of $490,000. Goal is to increase number of loans by 5% and review <br /> <br />ways to capitalize on loan pool funds for other projects. <br />HRA Family Ownership Loan Program <br /> – low interest loan up to $25,000 for <br />home improvements. The Program targets families with a household of two or <br />more and at least one member under the age of 16. In addition, the household <br />must have income at or below 120% of the current median household income. <br />The Program was created in 2005 to support and encourage new families to <br />remain and move to Roseville and make the necessary housing improvements <br />needed for a family thus strengthening neighborhood balance and area schools. <br />Budget impact 2006 - $50,000 if fund balance reduces to zero which is very <br />unlikely since the program was implemented in 2005 with a $250,000 <br />investment by the RHRA.Goal is to Increase number of loans by 5% . <br /> <br /> <br />
