HRA Housing Redesign Program <br /> – provide a grant for 50% of the design fees <br />up to $6,000 for homeowners renovating their 1950’s – 1970’s style homes to <br />provide a more adaptable style for today’s families. The program targets families <br />with incomes at or below 120% of the current median household income. In <br />addition, the current assessed market value of the home must be under a certain <br />limit (2005 - $218,000) which is adjusted annually to account for general housing <br />appreciation. The grant encourages the use of good design techniques. Budget <br />impact for 2006 - $18,000 to fund maximum of three projects. Goal is to <br />approve three Housing Redesign Program grants and incorporate approved and <br />completed projects into Remodelers Handbook <br />Home & Garden Fair <br /> - features housing contractors, remodeling vendors, <br />landscape companies and finance agencies. The Fair includes seminars, <br />children’s activities and door prizes and is held on a Saturday in February. <br />Budget impact in 2006 – Program generally pays for itself with project revenue <br />with an HRA loss of $5,500 annually. Goal is to evaluate the cost effectiveness <br />of the annual Home & Garden Fair, review options for alternate locations and <br />partnerships with other communities <br />County, State & Regional Programs <br />– promote the use of several loan and grant <br />Budget <br />programs available to Roseville residents for home improvements. <br />impact 2006 - $0. <br /> Goal is to increase the number of loans by 5%. <br />Ramsey County Deferred Rehab Program – provide income qualifying deferred <br />loans up to $15,000 for necessary home improvements. <br /> – provide income qualifying <br />Ramsey County Energy Conservation Program <br />deferred loan up to $5,000 for home energy improvements. <br /> – provide loans up to $8,000 at 8% interest for <br />State Energy Improvement Loan <br />energy improvements. <br /> – provides low interest (5-6%) second <br />State Community Fix Up Program <br />mortgages for home improvements up to $35,000 and $25,000 depending upon <br />income. <br />1.3Prohibit intrusion of incompatible land uses to preserve neighborhoods. <br />Benchmark: Hold one area meeting to discuss incompatible land uses within areas of <br />Roseville <br />Evaluate budget resources and other funding resources to provide matching funds <br />to create better buffers between residential and commercial uses that are existing <br />Borders & Buffers. Budget Impact – No funds <br />and/or non-conforming. – <br />allocated to this program in 2006. <br />Encourage conversations among Northwestern College, Bethel College, and <br />neighborhoods close to their campuses to better plan for the future and resolve <br />current issues.
