<br />REQUEST FOR HRA DISCUSSION <br />DATE: 03/16/04 <br />ITEM NO: 8.a. <br />Director Approval: Agenda Section: <br />CB DISCUSSION <br />Review of Draft McCarrons Neighborhood Master Plan <br />Item Description: <br />1.0 Background <br />1.1On June 2, 2003, the city codes staff asked for Council court citation direction regarding the <br />code compliance case at 185 N. McCarrons Blvd. The property is vacant and owned by <br />developer Dennis Guptil who lives in St. Paul. By motion, Council asked that the case be <br />referred to the HRA as soon as possible to review possible options for redevelopment of the <br />vacant housing site prior to court citation. <br />1.2On June 17, 2003 the HRA met with Mr. Guptil to discuss redevelopment options. At the time, <br />the HRA requested that Mr. Guptil come back to the HRA with a plan of redevelopment within <br />60 days. Staff met with Mr. Guptil to review site issues and determined that there were greater <br />opportunities beyond just the parcel at 185 N. McCarron’s Blvd. <br />1.3At the September HRA meeting, staff prepared an outline to begin a McCarron’s <br />Neighborhood study to review the neighborhood issues and opportunities for the future for the <br />Guptil and surrounding sites. The HRA, in partnership with the Planning Commission <br />commissioned the neighborhood study which began in October 2003. <br />1.4After careful study of the neighborhood issues and demographics and holding several meetings <br />with property owners and area residents, staff was able to prepare the attached draft McCarrons <br />Neighborhood Master Plan the provides suggestions for future land uses as well as outlining <br />goals and objectives for the future development within the study area. <br />2.0Summary of Draft Plan: <br />2.1The Plan provides a vision for development that is flexible with the ability for implementation <br />in a phased approach over the next 2 –20 years and is a result of reviewing the components <br />explored during the study process. The Plan includes an estimation of the number of units of <br />housing, types of housing, square feet of commercial uses and open space.
