<br />REQUEST FOR HRA DISCUSSION <br />DATE: 04/16/04 <br />ITEM NO: 8.a. <br />Director Approval: Agenda Section: <br />CB DISCUSSION <br />185 N. McCarrons Blvd. –Redevelopment Plan (HF 0008) <br />Item Description: <br />1.0 Background <br />1.1At the June 17, 2003 meeting the HRA met with Mr. Dennis Guptil, owner of the property <br />within the McCarrons Neighborhood Master Plan at 185 N. McCarrons. At that time the HRA <br />was accepting of the McCarrons Master Plan process with the understanding that Mr. Guptil <br />would present a development schedule to the HRA for review and incorporation into the plan. <br />th <br />1.2A McCarrons Neighborhood task force meeting was held on March 30 to review the draft <br />master plan. Attached are the notes from that meeting. There was overwhelming support for a <br />medium to high density development at 185 N. McCarrons Blvd as well as increased <br />partnerships between the Armory, Church and the City and HRA. Preservation and <br />enhancement of the pond and watershed were also discussed in detail. <br />1.3The Capital Region Watershed District will be sending their engineer’s review of the 185 N. <br />McCarrons site based upon the proposed development options in the draft master plan. Staff <br />has yet to receive that review but will incorporate it into the master plan. <br />1.4The Department of Military Affairs also has received the draft master plan for review and at <br />this time there are no negative comments. It is their policy to partner with the community <br />where feasible. They have reinforced the fact that they have no immediate plans to vacate the <br />site at this time but that under MN Statute 193, the property would be first offered to the local <br />community for purchase. If they receive additional comments, they will forward them to the <br />City, <br />1.5In addition, a copy of the draft master plan was sent to the Roseville School District for <br />comment. <br />2.0Possible Redevelopment Options and Development Plan – 185 N. McCarrons: <br />2.1Dennis Guptil will present his timeline and plan for development of his site at 185 N. <br />McCarrons for the HRA’s comment and feedback at the meeting.
