6.Consent Agenda <br />(The HRA may decide upon the issues listed in the Consent Agenda <br />with one motion, without further discussion.) <br />Chair Majerus requested that item 6.b. be moved off the consent agenda for discussion <br />and action as item 7.b. <br />a.Approval of transfer of funds per approved contracts with the City of Roseville for <br />March in the amount of $333 for fiscal services and $3,333 for staff services <br />(HF0016). <br />Motion: <br />Member Kelsey moved, seconded by Member Hermes, to approve the consent <br />agenda items 6.a. as presented. <br /> Ayes: 5 <br /> Nays: 0 <br /> Motion carried. <br />7.Action Items: <br />a. <br />Approval to issue an appraisal for the property located at 2012 Eldridge Street <br />(HF0020) <br />Executive Director Cathy Bennett explained as per staff report dated March 16, 2004, the <br />requirements for eminent domain and need for a qualified appraisal to establish fair <br />market value. She explained the goals to improve the site and neighborhood. There have <br />been numerous deferred maintenance issues; the property code complaint issues were <br />explained. Cathy Bennett illustrated house pictures of the exterior condition of the house <br />and yard. A Housing Resource Center (HRC) interior inspection and results were <br />explained including water damage, mechanical systems and mold were described. HRC <br />thought the site was too costly to repair/renovate. In addition, the property has been <br />declared as an “Unsafe Building” by the state building code standards and the certificate <br />of occupancy has been revoked. <br />City and HRA staff recommend that the HRA discuss pursuing eminent domain for the <br />acquisition and subsequent demolishing of property located at 2012 Eldridge for the <br />following reasons. <br />Relieve the neighborhood of the nuisance and unsightly condition of the <br />dilapidated home. <br />Eliminate city staff, Council, HRA and attorney time and cost in providing <br />ongoing code compliance of the existing home. Staff estimates that if the <br />property is not sold it will continue to remain in violation of the city code and <br />additional abatements will be required. <br />Redevelopment of the property would increase the value of the property and <br />neighborhood. Previous successful single-family property replacements that the <br />City has participated in have generated between 150% - 350% increases in market <br />value within 3-4 years. <br /> <br />
