Member Marks reported that the neighborhood is nice and well kept but that this house is <br />an eyesore. <br />Member Kelsey reported she noticed some other homes in the neighborhood with some <br />maintenance issues. She was concerned that lack of maintenance on one house could be <br />causing other homes to deteriorate. <br />Chair Majerus asked if this was the first step and the need for determining fair market <br />value. This step does not begin the condemnation process, but condemnation would be <br />the next step if the HRA chooses to move forward. <br />Member Bean asked if the HRA must pay for the attorney’s fees associated with this <br />process (yes). <br />Member Hermes expressed concern with eminent domain; has the City and HRA <br />exhausted all alternative steps (yes). <br />Member Kelsey noted that the Certificate of Occupancy has been revoked which is a <br />serious condition and no one can live in the house until significant improvements occur. <br />Bennett noted that the City has been dealing with these code issues since 1993 will no <br />success in resolving the issues. Prior to revoking the certificate of occupancy, the <br />property owner was given ample notice to make repairs to the “Unsafe Building”. <br />Motion: <br />Member Marks moved, seconded by Member Kelsey, to direct staff to seek an <br />appraisal for the property at 2012 Eldridge to determine fair market value and prepare the <br />process for eminent domain to be reviewed by the HRA at a future meeting in April or <br />May. <br /> Ayes: 5 <br /> Nays: 0 <br /> Motion carried. <br />b. <br />Adoption of alternative Regularly Scheduled HRA Meeting for April. <br />Executive Director Cathy Bennett explained the need for a new time and location because <br />of the special election in April and lack of room availability. <br />th <br />The tentative meeting time and date is 7:00 a.m. on Friday, April 16. <br />th <br />A second tentative meeting date was set for 7:00 p.m. on Wednesday, April 28. <br />Once the meeting date has been secured, public notice will be posted. <br />8.Information, Reports & Other Business (Verbal Reports by Staff and Board <br />Members): <br />a. <br />Presentation of Draft McCarron’s Neighborhood Master Plan (HF0008) <br /> <br />
