Community Development Director Dennis Welsch provided an overview of the draft plan <br />which outlined the study area, plan components and future land use summary in three <br />phases. <br />Member Hermes said she was confused by the property at McCarrons and said she will <br />need to learn more about the project by attending the Task Force meeting on March 30, <br />2004. <br />Chair Majerus asked if schedules have been prepared for redevelopment. Mr. Guptil has <br />met with staff and has prepared a preliminary performa for a 36 unit condo project. Staff <br />will request a timeline and action steps for presentation at the April meeting based on <br />discussions with Mr. Guptil. <br />th <br />Welsch mentioned the Task Force on March 30 at 5:00 p.m. at Galilee Church. In <br />addition, staff will meet with Mr. Guptil to prepare a development plan with timeline. <br />Chair Majerus asked that the entire range of possible actions be put together. <br />Member Hermes asked if Mr. Guptil has the financial capabilities to complete the <br />development. <br />No action was taken. <br />b. <br />Discussion of Revision to the Owner Occupied Loan Program (HF0019) <br />Executive Director Cathy Bennett explained the history of the City’s original housing <br />loan program. Cathy Bennett summarized the staff report dated March 16, 2004. She <br />explained that since 2000, with the HRC as administer, the program use has expanded. <br />Member Kelsey asked for details of the subordination procedure. She expressed concern <br />that $10,000 maximum is not enough to make substantive improvements. How could a <br />property owner exceed $10,000 and extend the term of the loan. <br />Chair Majerus suggested placing such program change items on the action section of a <br />future meeting agenda. The Board concurred. <br />c. <br />Presentation of final house plans for Applewood Court (HF0005) <br />Executive Director Cathy Bennett explained that the final house plans for the Applewood <br />single family homes were attached for the HRA’s information. Bennett is working with <br />Member Hermes on a marketing the sale of the homes. <br />Member Kelsey asked if there will be site signage. The site is not accessible. Could a <br />site board directional sign be placed on Hamline Avenue? (Yes). <br />Member Bean asked if the HRA is reaching its target market. <br />Cathy Bennett reported on the interest by fire fighters, police and teachers. <br /> <br />
