b.Acceptance of the McCarrons Neighborhood Master Plan <br />Bennett summarized the McCarrons Neighborhood Master Plan. She explained the public review process <br />and comments regarding the Plan. Partnerships indicated in the plan will require a separate action by the <br />HRA as those partnerships are developed. <br />Bennett explained Phase I (Guptil vacant home site) and the owner’s interest in medium to higher density <br />multi-family housing. She explained Phase I townhomes and shared parking with the church, pond <br />restructuring with the armory, and creation of pond and pathways amenities. <br />In Phase II, the HRA could become a partner in upgrading existing apartments and single family homes. <br />The City and HRA should review partnerships with the Armory to share facilities for neighborhood use. <br />In Phase III, the longer term concepts are to see businesses along Rice Street redevelop, creating <br />neighborhood mixed use identity in a walkable environment. Building and street design standards should <br />be created. <br />Public hearings will be held by the Planning commission in July 2004. Member Marks asked if Mr. <br />Guptil has received watershed comments. (Yes, Mr. Guptil is preparing a site plan based on Watershed <br />recommendations and the Master Plan.) <br />Member Marks asked for detail on Phase II (2.4 – 2.5 in report). Bennett explained that the HRA will <br />continue to use existing programs for single family and multi-family housing funds. Any additional <br />investment by the HRA requires approval through an implementation plan. <br />Member Millasovich asked if the Armory must offer to the City the property, first, before considering <br />other options for sale (yes). The Armory has no plan to vacate at this time. The HRA, neighborhood and <br />Church may wish to partner in the future. <br />Member Millasovich asked what might be an “identity” for Rice Creek. Bennett explained previous <br />efforts to complete planning efforts on Rice Street. <br />Member Marks (page 17 of draft) likes the Park and Recreation thoughts regarding the Armory and <br />neighborhood. <br />Motion: <br /> Member Marks moved, seconded by Member Scheunemann, to accept the McCarrons <br />Neighborhood Master Plan, in accordance with the recommendation of the HRA staff. <br />Ayes: 4 <br />Nays: 0 <br />Motion carried. <br />8.Information, Reports & Other Business <br />a.Update on progress for final Multifamily Study report <br />Bennett explained progress of joint study by HRA and Planning Commission. Staff is now completing <br />reports, based on 15 Planning Districts. The challenge is now to complete a readable report, to be <br />completed in August which is being prepared with the assistance of former intern Jill Mazullo. Dennis <br />Welsch explained the magnitude of the data as the most comprehensive that he has ever seen. He <br />indicated that staff is using the data currently when reviewing rezoning cases and this will be a very <br />valuable tool for the City. <br />3 <br /> <br />
