City of Roseville - Housing & Redevelopment Authority Meeting Minutes for June 15, 20...Page 5 of 5 <br /> <br /> <br />Information, Reports and Other Business <br />9. <br /> <br />a) 2005 Budget Discussion <br /> <br />Cathy Bennett explained the 2004 and 2005 program budgets. Ms. Bennett reviewed the costs <br />expended on programming and administration to date and what is expected to be expended by <br />year end. In addition, Ms. Bennett reviewed each main program and discussed expansion <br />options as well as possible new programming that would have a budget impact. Ms. Bennett <br />explained that a levy needs to be requested and approved by the City Council each year. <br />Otherwise, no new sources of unrestricted funding are identified. However, there are <br />opportunities for applying for state and federal funding for specific projects that are ready to <br />move forward. These funds are competitive and have income and other administrative <br />restrictions. Bennett asked for program feedback to assist in preparing a draft budget for the July <br />HRA meeting. <br /> <br />Member Kelsey requested that more emphasis be put on coming up with programs that would fit <br />the needs of the HRA and qualify for outside grant funding. This process should begin earlier in <br />the year to prepare for an early July grant submission. Member Kelsey would support hiring a <br />grant writer if necessary. <br /> <br />b) Update of Twin Lakes Stakeholder Process (PF3552) <br /> <br /> <br />Dennis Welsch provided background on the process and concepts and requested <br />comment/input from HRA at upcoming meetings of the Stakeholders on June 24 at the Builders <br />Association Building, and at the final Joint meeting on July 12th in the Fireside Room of the <br />Skating Center. <br /> <br />Member Kelsey explained the housing should be of a high quality so that it can achieve a longer <br />life than the typical estimated ten year market for higher density housing. <br /> <br />c) Update on Applewood Court homes and Groundbreaking Ceremony <br /> <br /> <br />Cathy Bennett explained the process and that 16 people submitted a prequalification application <br />by the deadline. Bennett explained that GMHC will facilitate the selection of new homeowners <br />per contract with the HRA noting the target markets. Chair Majerus asked that housing selection <br />process from past minutes be sent to Board members.
