The house must come down as soon as possible for the <br />safety of the neighborhood. <br /> <br />Member Scheunemann feels that the HRA should go ahead with the eminent domain process <br />but still allow Mr. Wu to work on his plan to construct a new home. <br /> <br />Member Bean asked if the house is insured (yes). <br /> <br />Member Millasovich asked how long the owner has to complete the demo. Can the HRA specify <br />a date? (Yes). Cathy Bennett explained that within 30 days, with HRA loan, the house could be <br />demolished. She explained the house renovation/replacement program and loan through the <br />HRC. Security would be required as part of the loan approval. <br /> <br />Cathy Bennett explained that the action to table the resolution for 30 days would avoid the legal <br />costs but still provide incentive for Mr. Wu to demolish the home within 30 days. <br /> <br />Member Millasovich asked if a specific date for demolition completion can be added to the <br />motion to approve a loan (yes). <br /> <br />Member Kelsey explained that the 30 day extension just delays the process. <br /> <br />Andrea Wicevic, 1988 Eldridge, asked if the land owner must also qualify for a home loan (not <br />through the HRA loan approval, but the HRA can request proof of bank commitment to finance <br />the new construction). <br /> <br />Member Hermes explained the need to pull all pieces together and move forward with the <br />eminent domain process. <br /> <br />General discussion of eminent domain costs ensued. The process will cost an estimated <br />$15,000 - $20,000, excluding the purchase costs. <br /> <br />Motion 1.a.: Member Bean moved, seconded by Member Majerus, to table consideration <br />of the resolution to begin the acquisition of the property at 2012 Eldridge through eminent <br />domain for 30 days and reconsider action on July 20, 2004. <br /> <br />Ayes: 3 <br />Nays: 3 <br />Motion failed <br /> <br />Motion 1.b.: Member Kelsey moved, seconded by Member Millasovich, to adopt the <br />resolution pursuing eminent domain for property located at 2012 Eldridge Street. <br /> <br />Ayes: 4 <br />Nays: 2 <br />Motion carried <br /> <br />b) Consideration of demolition loan to Mr. Frank Wu for the demolition of 2012 Eldridge <br />Street home. <br /> <br />Motion 2.:  Member Bean moved, seconded by Member Majerus, to approve the issuance <br />of a loan to Mr. Frank Wu in an amount equal to the lowest bid for the demolition of the <br />structure at 2012 Eldridge and grading of the site not to exceed $15,000 for a term of six <br />months.
