Expanded Neighborhood Enhancement Program: <br />The renovation and preservation of <br />neighborhoods for both multifamily and single family sector has been discussed by the <br />Housing Maintenance Code and/or Rental Licensing Program <br />Council using a . The <br />housing maintenance code <br />new would target maintenance issues of owner occupied and <br />Rental Licensing <br />rental properties for mostly the exterior condition of the home. The <br />Program <br /> would address code deficiencies for non-homesteaded (rental) single family <br />and multi-family properties through an interior and exterior inspection. To implement <br />either program, the Council must adopt an ordinance. In addition, to provide the <br />necessary funds and management of the program the HRA may be asked to pay for this <br />new program through the use of the HRA levy. The HRA would be contract with the <br />City for staff to implement the program. It is estimated that two new inspection staff <br />would be required and one administrative staff for an estimated annual program cost <br />between $120,000 - $150,000. In addition, other types of programs could be explored <br />that could address code related issues such as an inspection voucher program. This type <br />of program would provide a voucher to homeowners to provide a private inspection prior <br />to sale of the home. To be eligible for the voucher, the homeowner would need to <br />require that the results are provided to the City/HRA and if code deficientcies are found <br />If <br />they would either need to be corrected and/or relayed to the purchaser of the home. <br />the Council and HRA are supportive of these types of new programs to begin <br />addressing code deficiencies in single family and multi-family properties, additional <br />budgeted and levy funds would be required <br />. This type of program would only be <br />feasible with the maximum levy request. <br />Estimated Final Program Expenditure 2004 $10,000 <br />2005 Suggested Budget Amount: $172,500 (full levy <br />request option) <br />Can Federal Funds be Used No <br />Demographic Studies/Marketing: <br />7. Currently funds for marketing and special studies <br />such as the multi-family study and demographic updates (which are important to keep <br />current) are included within the administration budget line items.
