Millasovich noted that the intern did great work in the development of the logo and
revisions and should be complimented.
Motion:
Member Kelsey moved, seconded by Member Millasovich to approve HRA
logo number 1 with darkened HRA letters and to incorporate this logo into HRA
materials logo).
Ayes: 6
Nays: 0
Motion carried.
9.Information, Reports and Other Business
a.
Discuss Request for CDBG funds for Roseville Senior House Improvement.
Cathy Bennett discussed the need for handicap accessible doors at the Roseville Senior House
located at 1045 Larpenteur Avenue. The building, constructed in 1977, includes 127 units of
senior subsidized HUD housing.
The building management company, Stanley Management, although unable to provide funding
for the handicap accessible doors within the normal maintenance budget, provided bids for the
installation of the doors at a cost not to exceed $6,000.
Ms Bennett indicated that the staff is suggesting the HRA provide a deferred forgivable loan to
Stanley Management for the installation of the doors through CDBG guidelines. The loan would
be forgiven after five years as long as the complex remains affordable to seniors at incomes at or
below the current 50% of median income level. Bennett also mentioned that she was handed 8
letters from residents of the Roseville Senior House prior to the meeting.
Chair Majerus thought this was a great idea and an opportunity for the HRA to reach out to the
community where there is housing needs. Majerus mentioned that the HRA should make sure
that they develop a procedure for the distribution of these CDBG funds which has not been
provided in the past.
Kelsey agreed that a procedure and application process should be followed especially since these
are federal funds. This is a great project that should meet the federal criteria.
Millasovich noted that this is exactly what the HRA should be supporting as it would be
beneficial and essential for a clearly affordable senior project. She strongly supports this project
with whatever needs to be done.
Hermes was interested to know if the management knew this was a need in the complex and why
they have not addressed it. Have other sources of funds been looked at? She also felt that there
are several complexes in Roseville that need such attention which is another reason to support a
full levy.
Bennett mentioned that she will prepare an application and talk further with the management
company on their issues with installing the doors.
3
