<br />REQUEST FOR HRA ACTION <br />DATE: 09/21/04 <br />ITEM NO: 8.d. <br />Staff Approval: Agenda Section: <br />CBAction <br />Request for CDBG Funds for Roseville Senior Housing Improvements <br />Item Description: <br />(HF 0022) <br />1.0Background <br />1.1The HRA discussed options for helping to fund the installation of handicap accessible <br />doors at the Roseville Senior House located at 1045 Larpentuer Avenue at the August <br />meeting. While the HRA was in support of the project, members wanted to take the <br />opportunity to develop specific program criteria for use of the funds now and in the <br />future. <br />1.2Since the last meeting more than 22 residents from the Roseville Senior House have <br />forwarded letters of support to the HRA office. Those letters are attached. The project <br />includes 127 units of senior subsidized housing. The building was constructed in 1977 <br />and is financed by HUD funds which require that rents do not exceed limits for people <br />with income at or below 50% of median income. ($26,000 for one person). Although the <br />building is well maintained it does not have handicap accessible doors. This is becoming <br />an increasing burden on the aging residents in the building. <br />2.0Further Discussion with Management: <br />2.1Further discussion with the management company for the complex, Les Goldblatt of <br />Stanley Management, indicated that the handicap accessible doors are not a priority at <br />this time from the management company’s standpoint. Their focus is and will continue <br />to be on the general annual maintenance for safety, cleanliness and building quality. <br />Those items have included large investments over the years such as a new roof, improved <br />elevators, interior painting, adding sidewalks, parking lot and landscaping upkeep. Even <br />though the installation of the handicap accessible doors has been considered each year, <br />the annual maintenance budget has not been sufficient to cover its cost due to the cost of <br />the other priority items. Mr. Goldblatt does not anticipate that the doors will be installed <br />for several years due to other anticipated improvements needed to the building. <br />2.2Mr. Goldblatt completed an application for Access Improvement Funds for consideration <br />if the program is approved by the HRA. <br />Roseville Senior Housing Proposal - Page 1 of 2 <br /> <br />
