3.0Staff Recommendation 3.1The HRA has existing Community Development Block Grant Funds (Federal funds provided to communities from Department of Housing and Urban Development) available to use for housing projects that serve people with incomes at or below 80% of median income. The limited incomes of the Roseville Senior House would definitely meet and achieve the guidelines for use of the funds. The average incomes in this project are below $14,500. In addition, the requested improvement has come from the residents, not the management. Limited accessibility is becoming more and more of an inconvenience for the Roseville Senior House residents as the average age is increasing. The proposed Access Improvement Program, if approved, would meet the residents request for handicap accessible doors. 3.2Staff asked Stanley Management to complete an application for these funds in anticipation that the HRA would adopt the Access Improvement Program as outlined in item 8.c. That application is attached for your review. 4.0Recommended HRA Action 4.1By motion, approve the application for Access Improvement Program funds (assuming program adoption) for the installation of handicap accessible doors at the Roseville Senior House Complex at 1045 Larepentuer Ave. Funds would be granted to Stanley Management only after proper documentation for achieving the accessibility and income requirements are completed, and the necessary building permits are approved and improvements are properly installed accordingly.
